FOOT AND MOUTH DISEASE (MERCHANT SHIPPING) ORDER, 1967.

I, NEIL T. BLANEY, Minister for Agriculture and Fisheries, by virtue of the powers conferred on me by section 3 of the Diseases of Animals Act, 1966 (No. 6 of 1966), hereby, for the prevention of the spreading of foot and mouth disease, order as follows:

1. This Order may be cited as the Foot and Mouth Disease (Merchant Shipping) Order, 1967.

2. This Order shall come into force on the 29th day of November, 1967, and shall remain in force up to and including the 31st day of December, 1967.

3. In this Order—

"Minister" means the Minister for Agriculture and Fisheries;

"port" includes place;

"vessel" includes any ship or boat, or any other description of vessel used in navigation.

4. This Order applies to any vessel which on or after the 31st day of October, 1967, has been in a port in Great Britain, the Channel Islands or the Isle of Man.

5. Subject to Article 6, a person shall not at any port in the State board a vessel to which this Order applies.

6. (1) The following persons may, at any port in the State, board a vessel to which this Order applies:

(a) a person holding a valid passenger ticket issued for travel on the vessel;

(b) an officer of Customs and Excise or of the Minister, or a member of the Garda Síochána, boarding the vessel in the course of his official duties;

(c) a person to whom a licence to board the vessel has been granted by the Minister provided that at the time when he boards the vessel the licence is in force.

(2) Article 5 shall not apply in relation to—

(a) a member of the crew of a vessel to which this Order applies,

(b) any other person whose presence on board is necessary in relation to the operation, maintenance or repair of any such vessel or any machinery or other equipment thereon,

but every such member or other person is hereby required, immediately prior to every disembarkation by him from the vessel, to undergo such disinfection as may be approved by the Minister for the purposes of this Order.

EXPLANATORY NOTE.

The effect of this Order is to prohibit the entry of unauthorised persons on to ships arriving at ports or harbours in the State from Great Britain, the Channel Islands and the Isle of Man.
