ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF MEATH) REGULATIONS, 1967.

The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) and as respects article 7 after consultation with the Commissioner of the Garda Síochána and the road authorities concerned and as respects article 5, on the application of the said Commissioner hereby makes the following Regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Meath) Regulations, 1967.

2 Commencement.

2. These Regulations shall come into operation on the 1st day of December, 1967.

3 Interpretation.

3. In these Regulations save where the context otherwise requires

"the Act" means the Road Traffic Act, 1961 ;

"road" means a public road;

"perimeter road" means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or a town;

"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act;

"distance" means distance as measured along the centre line of a road.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:—

(a) ambulances,

(b) fire brigade vehicles, and

(c) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocation.

7. Articles 5 and 6 of the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) as amended by the Road Traffic (Speed Limits) (Amendment) Regulations, 1965 ( S.I. No. 86 of 1965 ) in so far as they relate to roads in the County of Meath are hereby revoked.

FIRST SCHEDULE

Roads declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads in the Urban District of An Uaimh:—

(a) Athlumney Lane, The Beauparc Road, Beechmount Lane.

(b) The Ratholdren Road where the said road is a perimeter road.

(c) The Ceanannus Mór Road for a distance of 175 yards from the point where the Urban District boundary intersects the northern side of the road.

(d) The Athlumney Road and its continuation as the Duleek Road between the point where the Urban District boundary intersects the southern side of the Duleek road and a point 100 yards east of the junction of the Athlumney Road with Athlumney Lane.

2. The following road in the Urban District of Ceanannus Mor:—

The An Uaimh Road for a distance of 70 yards from the point where the Urban District boundary intersects the southern side of the road.

3. The following road in the Urban District of Trim:—

The Kildalkey Road between the point where the Urban District boundary intersects the southern side of the road and a point 55 yards west of its junction with the Athboy Road.

SECOND SCHEDULE

Roads declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads adjacent to the Urban District of An Uaimh:—

(a) The Slane Road for a distance of 200 yards from the point where the boundary of the Urban District of An Uaimh intersects the south-eastern side of the road.

(b) The Proudstown or Nobber Road for a distance of 350 yards from the point where the boundary of the Urban District of An Uaimh intersects the western side of the road.

(c) Boreen Keel where the said road is a perimeter road.

(d) The Moat or Athboy Road for a distance of 200 yards from the boundary of the Urban District of An Uaimh.

(e) The Commons Road where the said road is a perimeter road.

2. The following roads at Athboy:—

(a) Railway Lane, St. James's Terrace, Church Lane, St. Joseph's Terrace.

(b) The Ceanannus Mór-Delvin road between a point 300 yards north-east of its junction with the Dunderry Road and a point 20 yards south-west of its junction with the Ballivor Road.

(c) The Dunderry Road for a distance of 50 yards from its junction with the Ceanannus Mór-Delvin road.

(d) The Trim Road for a distance of 285 yards from its junction with the Ceanannus Mór-Delvin road.

(e) The Kildalkey Road for a distance of 50 yards from its junction with the Ceanannus Mór-Delvin road.

(f) The Ballivor Road for a distance of 20 yards from its junction with the Ceanannus Mór-Delvin road.

(g) The Clonmellon Road for a distance of 25 yards from its junction with the Oldcastle Road.

(h) Connaught Street and its continuation as the Oldcastle Road for a distance of 670 yards from its junction with the Ceanannus Mór-Delvin road.

3. The following roads at Bettystown:—

(a) The Bawn, The Square.

(b) The Drogheda-Laytown road between a point 200 yards north-east of its junction with the Narroway Road and a point 470 yards south of its southernmost junction with the Square.

(c) The Mornington (Coast) Road for a distance of 750 yards from its junction with the Square.

4. The following roads adjacent to the Urban District of Ceanannus Mór:—

(a) The Headfort or Slane Road where the said road is a perimeter road.

(b) The Ardee Road between the southernmost and northernmost intersections of the western side of the said road by the boundary of the Urban District of Ceanannus Mór.

(c) The Moynalty Road where the said road is a perimeter road.

(d) The Virginia Road where the said road is a perimeter road.

(e) The Oldcastle Road for a distance of 175 yards from the boundary of the Urban District of Ceanannus Mór.

(f) The Athboy Road between the boundary of the Urban District of Ceanannus Mór and a point 300 yards south of its junction with the Cortown Road.

(g) The Cortown Road for a distance of 50 yards from the boundary of the Urban District of Ceanannus Mór.

5. The following road adjacent to the Borough of Drogheda:—

The Donore Road for a distance of 60 yards from the boundary of the Borough of Drogheda.

6. The following roads at Duleek:—

(a) Colgan Street.

(b) The An Uaimh-Julianstown road between a point 90 yards east of the centre line of An Uaimh Road Bridge and a point 120 yards north-east of its junction with the Station Road.

(c) The Station Road for a distance of 40 yards from its junction with the An Uaimh-Julianstown road.

(d) Carey's Lane for a distance of 65 yards from its junction with the Julianstown Road.

(e) Abbey Road for a distance of 100 yards from the An Uaimh-Julianstown road.

(f) Church Lane for a distance of 110 yards from its junction with the An Uaimh-Julianstown road.

7. The following roads at Dunboyne:—

(a) The Square, St. Patrick's Park, St. Peter's Park, The Fair Green.

(b) The Clonee-Ballivor road between a point 80 yards north-west of its junction with the Clonsilla Road and a point 20 yards north-west of its junction with St. Peter's Park.

(c) The Maynooth Road for a distance of 180 yards from its junction with the Square.

(d) The road connecting the Ballivor Road with the Navan Road at a point on the Ballivor Road approximately 150 yards north-west of the junction of the latter road with the Square.

(e) The An Uaimh Road between its junction with the Square and a point 100 yards north of its junction with St. Patrick's Park.

8. The following roads at Dunshaughlin:—

(a) The Dublin-An Uaimh road between a point 710 yards south of its junction with the Drumree or Trim Road and a point 120 yards north of the said junction.

(b) The Drumree or Trim Road for a distance of 90 yards from its junction with the Dublin-An Uaimh road.

(c) The road connecting the Drumree or Trim Road with the Dublin-An Uaimh road.

(d) The Skreen Road for a distance of 40 yards from its junction tion with the Dublin-An Uaimh road.

(e) The Ratoath Road for a distance of 50 yards from its junction with the Dublin-An Uaimh road.

9. The following road at Kilcock:—

The Dunshaughlin Road for a distance of 200 yards from the boundary between the counties of Meath and Kildare.

10. The following roads at Laytown:—

(a) St. Anthony's Villas, Marian Villas.

(b) The Julianstown-Bettystown road between a point 120 yards west of the western edge of the Railway Bridge and a point 75 yards north-west of St. Anthony's Villas.

11. The following roads at Nobber:—

(a) Back Street.

(b) The An Uaimh-Kingscourt road between a point 520 yards south-east of its junction with the Cregg Road and a point 145 yards north-west of the said junction.

(c) The Cregg Road for a distance of 125 yards from its junction with the An Uaimh-Kingscourt road.

12. The following roads at Oldcastle:—

(a) Cloghan Street, Green Row, Mellowes Park, The Square, St. Brigid's Terrace.

(b) The Ceanannus Mór-Mountnugent road between a point 630 yards east of its junction with the Castlepollard-Virginia road and a point 360 yards west of the said junction.

(c) The Castlepollard-Virginia road between a point 575 yards south of its junction with the Ceanannus Mór-Mountnugent road and a point 645 yards north of the said junction.

(d) The Stoney Road for a distance of 155 yards from its junction with the Castlepollard-Virginia road.

13. The following roads at Slane:—

(a) The Dublin-Ardee road between a point 200 yards south-east of its junction with the An Uaimh-Drogheda road and a point 390 yards north-east of the said junction.

(b) The An Uaimh-Drogheda road between a point 370 yards north-west of its junction with the Dublin-Ardee road and a point 200 yards south-east of the said junction.

14. The following roads adjacent to the Urban District of Trim:—

(a) The Kildalkey Road between the point where the boundary of the Urban District of Trim intersects the northern side of the road and a point 55 yards west of the junction of the said road with the Athboy Road.

(b) The Athboy Road for a distance of 50 yards from the boundary of the Urban District of Trim.

(c) The Dunderry Road for a distance of 50 yards from the point where the boundary of the Urban District of Trim intersects the western side of the road.

(d) Navangate Street and its continuation as the An Uaimh Road for a distance of 260 yards from the point where the boundary of the Urban District of Trim intersects the southern side of the road.

(e) The Newtown Bridge Road for a distance of 225 yards from its junction with the An Uaimh Road.

(f) Patrick Street and its continuation as the Old Back Road.

(g) The Summerhill Road where the said road is a perimeter road.

(h) The Kinnegad Road for a distance of 130 yards from the point where the boundary of the Urban District of Trim intersects the northern side of the road.

THIRD SCHEDULE

Roads in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following road adjacent to the Urban District of An Uaimh:—

The Dublin Road for a distance of 300 yards from the boundary of the Urban District of An Uaimh.

2. The following roads at Ashbourne:—

(a) The Dublin-Ardee road between the centre line of Ashbourne Bridge and a point 15 yards south-east of the junction of the said road with Killegland Lane.

(b) Bachelor's Walk for a distance of 140 yards from the Dublin-Ardee road.

3. The following roads at Ballivor:—

(a) The Trim-Mullingar road between a point 355 yards east of its junction with the Athboy Road and a point 550 yards west of its junction with the Kinnegad Road.

(b) The Athboy Road for a distance of 260 yards from its junction with the Trim-Mullingar road.

(c) The Kinnegad Road for a distance of 250 yards from its junction with the Trim-Mullingar road.

4. The following road at Clonard:—

The Dublin-Mullingar road between a point 340 yards west of its junction with the Edenderry Road and a point 310 yards east of the said junction.

5. The following roads at Clonee:—

(a) The Dublin-An Uaimh road between a point 620 yards east of its junction with the Clonsilla Road and a point 90 yards north-west of the said junction.

(b) The Clonsilla Road for a distance of 60 yards from its junction with the Dublin-An Uaimh road.

6. The following road adjacent to the Borough of Drogheda:—

The Dublin Road for a distance of 210 yards from the boundary of the Borough of Drogheda.

7. The following roads at Innfield:—

(a) The Dublin-Kinnegad road between a point 485 yards east of its junction with the Johnstown Bridge Road and a point 25 yards west of its junction with the Trim Road.

(b) The Johnstown Bridge Road for a distance of 150 yards from its junction with the Dublin-Kinnegad road.

(c) The Trim Road for a distance of 50 yards from its junction with the Dublin-An Uaimh road.

8. The following roads at Julianstown:—

(a) The Dublin-Drogheda road between a point 10 yards north-west of its junction with Chapel Road and a point 140 yards north of its junction with the Laytown Road.

(b) The Duleek Road for a distance of 25 yards from its junction with the Dublin-Drogheda road.

(c) The Laytown Road for a distance of 50 yards from its junction with the Dublin-Drogheda road.

9. The following road at Kinnegad:—

The Dublin-Mullingar road for a distance of 350 yards from the boundary of the counties of Meath and Westmeath.

10. The following road at Laytown-Bettystown:—

The Laytown-Bettystown road between a point 75 yards north-west of its junction with St. Anthony's Villas and a point 470 yards south of its junction with the Square.

11. The following road adjacent to the Urban District of Trim:—

The Dublin Road between the boundary of the Urban District of Trim and a point 380 yards north-east of its junction with Iffernock Lane.

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) Regulations, 1963 and 1965, in their application to the County of Meath and alter the speed limits applicable to certain roads in this area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule for all mechanically propelled vehicles.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.)
