ARTS ACT, 1951 (ADDITIONAL FUNCTION) ORDER, 1966.

The Government, in exercise of the power conferred on them by section 3 (4) of the Arts Act, 1951 , (No. 9 of 1951), hereby order as follows :

1. This Order may be cited as the Arts Act, 1951 (Additional Function) Order, 1966.

2. The additional function described in the Schedule hereto is hereby conferred on An Chomhairle Ealaíon.

SCHEDULE.

1. An Chomhairle Ealaion (hereinafter referred to as the Council) may establish and administer a fund from which annuities may be paid in such manner as the Council think fit, to creative workers in the arts of painting, sculpture, architecture, music, drama, literature, design and in the fine and applied arts generally, in recognition of outstanding creative services in one or more of these arts in Ireland.

2. Annuities from the fund shall be granted only to creative artists advanced in years or by reason of ill-health unable any longer to fend properly for themselves.

3. Annuities from the fund shall not be payable in virtue of interpretative work such as that ordinarily performed by actors, theatrical producers, musical instrumentalists or conductors, or in respect of work of criticism or scholarship.

4. The Council shall invest any moneys received for the purposes of the fund in Irish government securities, and annuities shall be paid only from the interest accruing from these securities.

5. The Council may accept gifts of money, land and other property for the purposes of the fund.

6. The Council shall not utilise for the purposes of the fund any part of the grant paid to the Council annually out of moneys provided by the Oireachtas.

7. The fund shall be called Ciste Cholmcille and an annuity granted from the fund shall be called Mir Cholmcille.

8. (a) The Council shall keep accounts of the income and expenditure from the fund in such form as may be approved by the Minister for Finance.

(b) The accounts of the fund shall be submitted annually by the Council to the Comptroller and Auditor General at such time as the Minister for Finance may direct.

(c) An abstract of the accounts of the fund for each year, when audited, together with the report of the Comptroller and Auditor General thereon, shall be presented to the Government, and copies thereof shall be laid before each House of the Oireachtas.
