ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF CARLOW) REGULATIONS, 1966.

The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) and as respects article 7 after consultation with the Commissioner of the Garda Síochána and the road authority concerned and as respects article 5, on the application of the said Commissioner hereby makes the following Regulations :—

1 Citation

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Carlow) Regulations, 1966.

2 Commencement

2. These Regulations shall come into operation on the 1st day of July, 1966.

3 Interpretation

3. In these Regulations save where the context otherwise requires

" the Act " means the Road Traffic Act, 1961 ;

" road " means a public road;

" special speed limit " and " built-up area speed limit " have the meanings respectively assigned to them in Part IV of the Act;

" distance " means distance as measured along the centre line of a road.

4 Built-up area speed limit

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the act.

5 Special speed limit

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following :—

(a) ambulances,

(b) fire brigade vehicles, and

(c) vehicles used by members of the Garda Siochana in the performance of their duties as such members.

7 Revocation

7. Articles 5 and 6 of the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) as amended by the Road Traffic (Speed Limits) (Amendment) Regulations, 1965 ( S.I. No. 86 of 1965 ) in so far as they relate to roads in the County of Carlow are hereby revoked.

FIRST SCHEDULE.

Roads declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads in the Urban District of Carlow :—

(a) The Kilkenny Road between the Urban District boundary and a point 120 yards south-west of its junction with Granby Row.

(b) The Castlecomer Road for a distance of 150 yards from the point where the Urban District boundary intersects the northern side of the road.

(c) Church Street for a distance of 25 yards from the Urban District boundary.

(d) The Athy Road for a distance of 380 yards from the Urban District boundary.

2. The following roads in the town of Muine Bheag :—

(a) The Green Road, The Old Carlow Road.

(b) The Royaloak Road for a distance of 1,150 yards from the town boundary.

(c) Kilree Street for a distance of 75 yards from the town boundary.

(d) Kilcarrig Street for a distance of 100 yards from the town boundary.

(e) Brewery Road and its continuation as the Carlow Road between the town boundary and a point 100 yards northeast of the junction of Brewery Road with The Parade.

SECOND SCHEDULE

Roads declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads at Borris :—

(a) The Bagnelstown-Tinnahinch road between a point 185 yards south-east of its junction with the Goresbridge Road and a point 25 yards north-west of its northernmost junction with the Rathanna Road.

(b) The Fennagh Road for a distance of 150 yards from its junction with the Bagnelstown-Tinnahinch road.

2. The following roads at Bunclody (Carrickduff) :—

(a) The Carrickduff Road for a distance of 330 yards from the boundary between the counties of Wexford and Carlow at Clody Bridge.

(b) The Borris Road for a distance of 50 yards from its junction with the Carrickduff Road.

3. The following roads adjacent to the Urban District of Carlow

(a) Larkfield Drive, Iona Road, Talbot Terrace, Hillview Road, Sycamore Road, Beechwood Drive, Laburnum Drive, Woodbrook Avenue, Elm Park Drive, Hanover Road, Paupish Lane.

(b) Green Lane between the boundary of the Urban District of Carlow and a point 120 yards south-west of its junction with the Dublin Road.

(c) The Rathvilly Road for a distance of 50 yards from the boundary of the Urban District of Carlow.

(d) The Browneshill Road between its junction with the Tullow Road and a point 25 yards south-east of its junction with Talbot Terrace.

(e) The Tullow Road between the boundary of the Urban District of Carlow and a point 250 yards south-east of its junction with the Browneshill Road.

(f) The Green Road for a distance of 150 yards from the boundary of the Urban District of Carlow.

(g) The road connecting the Green Road with the Moanacurragh Road at Hanover Cross Roads.

4. The following roads at Hacketstown :—

(a) Marian Terrace, Pennyhill, Water Lane.

(b) The Tinahely-Baltinglass road between a point 5 yards north-west of its junction with the Ballysallagh Road and a point 220 yards north-west of its junction with Pennyhill.

(c) Mill Lane and its continuation as the Knockananna Road for a distance of 260 yards from the junction of Mill Lane with the Tinahely-Baltinglass road.

(d) Moffat Lane and its continuation at the Tullow Road to a point 100 yards west of the junction of the Tullow Road with Pennyhill.

(e) Slate Row and its continuation as the Clonmore Road for a distance of 300 yards from the junction of Slate Row with Moffat Lane.

5. The following roads at Leighlinbridge :—

All roads in the area enclosed by a line commencing at a point on the Carlow Road 300 yards north-east of the junction of Carlow Street with Tullow Street and drawn thence in straight lines successively to the following points :

(a) a point on Tullow Street 220 yards north-east of its junction with Carlow Street,

(b) a point on the Bagenalstown Road 340 yards south-east of the junction of High Street with Carlow Street,

(c) a point on the Kilkenny Road 320 yards south-west of the junction of Church Street with St. Laserian's Street,

(d) a point on St. Laserian's Street 350 yards west of its junction with Church Street,

(e) the northernmost terminal point of St. Laserian's Terrace,

(f) a point on Milford Street 150 yards north of its junction with St. Laserian's Street,

and from the last-mentioned point in a straight line to the commencement point on the Carlow Road.

6. The following roads at Tinnahinch :—

(a) St. Michael's Terrace.

(b) The Graiguenamanagh-Carlow road for a distance of 300 yards from the boundary between the counties of Kilkenny and Carlow.

(c) The St. Mullin's Road for a distance of 470 yards from its junction with the Graiguenamanagh-Carlow road.

(d) The road in the County Council housing scheme off St. Mullin's Road.

7. The following roads at Tullow :—

All roads in the area enclosed by a line commencing at a point on the Dublin Road 500 yards north-east of its junction with the Shillelagh Road and drawn thence in straight lines successively to the following points :—

(a) a point on the Shillelagh Road 450 yards north-east of its junction with the Dublin Road,

(b) a point on the Shroughawn Road 50 yards south-east of its junction with Crosskeys,

(c) a point on Mill Street 420 yards south-east of its junction with Market Square,

(d) a point on the Bunclody Road 250 yards south-west of the junction of Abbey Street with Tullowbeg Street,

(e) a point on Tullowbeg Street 370 yards north-west of its junction with Abbey Street,

(f) a point on Barrack Street 330 yards north-west of its junction with Market Square

and from the last mentioned point in a straight line to the commencement point on the Dublin Road.

THIRD SCHEDULE.

Roads in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following roads in and adjacent to the Urban District of Carlow :—

(a) The Athy Road between a point 380 yards south of the boundary of the Urban District of Carlow and a point 760 yards north-east of the said boundary.

(b) The Castlecomer Road for a distance of 150 yards east of the point where the boundary of the Urban District of Carlow intersects the northern side of the road.

(c) The road connecting the Athy Road with the Dublin Road between its junction with the Athy Road and a point 20 yards west of its junction with Oakpark Road.

2. The following roads at Tullow :—

(a) Templeowen Housing Scheme Road.

(b) The Bunclody Road between a point 250 yards south-west of the junction of Abbey Street with Tullowbeg Street and a point 1,000 yards south-west of the said junction.

EXPLANATORY NOTE.

In relation to " built-up area " and " special " speed limits these Regulations replace the Road Traffic (Speed Limits) Regulations, 1963 and 1965, in their application to the County of Carlow, and alter the speed limits applicable to certain roads in this area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule for all mechanically propelled vehicles.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
