LIVE STOCK (ARTIFICIAL INSEMINATION) (PIGS) REGULATIONS, 1965.

I, CHARLES J. HAUGHEY, Minister for Agriculture and Fisheries, in exercise of the powers conferred on me by section 3 of the Live Stock (Artificial Insemination) Act, 1947 (No. 32 of 1947), hereby make the following regulations :

1. These Regulations may be cited as the Live Stock (Artificial Insemination) (Pigs) Regulations, 1965.

2. In these Regulations—

"artificial insemination centre" means premises providing a service for the artificial insemination of sows ;

"licence" means a licence issued by the Minister under section 7 of the Live Stock (Artificial Insemination) Act, 1947 (No. 32 of 1947) ;

"the Minister" means the Minister for Agriculture and Fisheries ;

"sow" includes gilt.

3. These Regulations apply to the artificial insemination of sows.

4. No person shall distribute or sell boar semen except under and in accordance with a licence.

5.—(1) Subject to paragraph (2) of this Regulation, no artificial insemination centre shall be established nor shall artificial insemination of sows be practised by any person except under and in accordance with a licence.

(2) A licence shall not be required for the artificial insemination of a sow in the same ownership as the boar from which the semen is collected.

6. A licence authorising the distribution of boar semen from an artificial insemination centre shall be subject to the following conditions and to such other conditions, if any, as may be specified in the licence:—

(a) all operations conducted at or from the centre shall be under the effective supervision and control of a veterinary surgeon approved by the Minister for the purpose ;

(b) no person shall be employed in the collection or storage of boar semen or the performance of the operation of artificial insemination of sows unless approved by the Minister for the purpose ;

(c) the premises on which boar semen is to be collected and stored, and the equipment to be used for and the methods to be employed in the collection and storage of boar semen, shall be approved by the Minister ;

(d) semen shall not be collected except from a boar for the time being approved by the Minister for the purpose ;

(e) the licensee shall keep a record showing, in respect of each boar approved by the Minister, the date and place of each artificial insemination of a sow and the name and address of the owner of the sow and such records shall be open to inspection at all reasonable times by an officer of the Minister.

7. No person shall, unless approved by the Minister for the purpose, perform the operation of artificial insemination with imported boar semen.

8. These Regulations shall some into operation on the 1st day of January, 1966.

EXPLANATORY NOTE.

These Regulations, which extend the provisions of the Live Stock (Artificial Insemination) Act, 1947 to pigs, prohibit, with effect from 1st January, 1966, the sale or distribution of boar semen from artificial insemination centres except under and in accordance with a licence from the Minister for Agriculture and Fisheries.
