ROAD TRAFFIC (SPEED LIMITS) (AMENDMENT) (NO. 3) REGULATIONS, 1965.

The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) and as respects article 6 on the application of the Commissioner of the Garda Síochána and after consultation with the said Commissioner and each road authority concerned hereby makes the following Regulations :—

1.—(1) These Regulations may be cited as the Road Traffic (Speed Limits) (Amendment) (No. 3) Regulations, 1965.

(2) These Regulations shall be included in the expression " the Road Traffic (Speed Limits) Regulations, 1963 and 1965".

2. These Regulations shall come into operation on the 1st day of July, 1965.

3. In these Regulations—

" Principal Regulations " means the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) ;

" the Amending Regulations " means the Road Traffic (Speed Limits) (Amendment) Regulations, 1965 ( S.I. No. 86 of 1965 ).

4. THE FIRST SCHEDULE TO THE PRINCIPAL REGULATIONS IS HEREBY AMENDED IN THE FOLLOWING MANNER :—

Under the heading " COUNTY BOROUGH OF CORK "

(1) The reference (inserted by the Amending Regulations) to the main Cork-Dublin road for a distance of 1,400 yards from the County Borough boundary shall be deleted and there shall be substituted therefor the following :—

"(a) The main Cork-Dublin road for a distance of 2,400 yards from the County Borough boundary.

(b) The Ballyhooly Road for a distance of 185 yards from the County Borough boundary.

(c) The Ballyvolane Road between the County Borough boundary and its junction with the Ballincolly Road.

(d) The Ballincolly Road between the County Borough boundary and its junction with the Ballyvolane Road.

(e) The part of the Whitechurch Road which lies inside the County Borough boundary.

(f) The main Mallow Road between the County Borough boundary and a point 150 yards north-west of its junction with the Dublin Hill Road.

(g) The Commons Road and its continuation as the Old Blarney Road for a distance of 1,600 yards from the County Borough boundary.

(h) The Blarney Road between the County Borough boundary and its junction with the Commons Road.

(i) The Kilnap Road between the County Borough boundary and its junction with the Commons Road.

(j) The Fair Hill Road for a distance of 1,000 yards from the County Borough boundary.

(k) The Holly Hill Road between the County Borough boundary and a point 70 yards north-west of its junction with Blarney Street.

(l) The Clogheen Road for a distance of 580 yards from the County Borough boundary.

(m) The part of Inchigaggin Lane which lies inside the County Borough boundary.

(n) The Carrigrohane Road for a distance of 2,350 yards from the County Borough boundary.

(o) The Model Farm Road between the County Borough boundary and a point 170 yards west of its junction with Cherry Grove.

(p) O'Donovan Rossa Avenue for a distance of 50 yards from its junction with the Model Farm Road.

(q) The Waterfall Road between the point where the County Borough boundary intersects the northern side of the road and a point 650 yards from its junction with the main Bandon Road.

(r) The main Bandon Road between the County Borough boundary and a point 50 yards south of its junction with the Waterfall Road.

(s) The Kinsale or Airport Road between the County Borough boundary and a point 80 yards south of its junction with Tramore Road."

(2) Under the heading " COUNTY OF CORK " there shall be substituted in paragraph (r) of reference 4 (as amended by the Regulations of 1965) " 300 " for " 250".

(3) Under the heading " COUNTY BOROUGH OF DUBLIN "

(i) There shall be substituted—

(a) for reference (m) " The part of Swords Road which lies inside the County Borough boundary between its junction with Griffith Avenue and the point where the said boundary intersects the western side of the Swords Road." ;

(b) for reference (o) " The North Road between the County Borough boundary and a point 50 yards north-west of its junction with Plunkett Avenue.";

(c) for reference (x) "The Long Mile Road between the County Borough boundary and a point 50 yards west of its junction with Walkinstown Parade.".

(ii) There shall be added—

" (cc) Upper Drumcondra Road for a distance of 100 yards from its junction with Griffith Avenue.

(dd) Griffith Avenue between its junction with Mobhi Road and a point 100 yards north-west of its junction with the Malahide Road.

(ee) Beach Road, Sandymount, between its junction with Strand Road and a point 25 yards south-east of its junction with Church Avenue.

(ff) Strand Road, Sandymount.".

5. THE SECOND SCHEDULE TO THE PRINCIPAL REGULATIONS IS HEREBY AMENDED IN THE FOLLOWING MANNER :—

(1) Under the heading " COUNTY OF CORK " there shall be substituted—

for reference 11 (as amended by the Regulations of 1965) the following :—

" 11. The following roads adjacent to the County Borough of Cork :—

(a) The Togher Road for a distance of 250 yards from the boundary of the County Borough of Cork.

(b) The Pouladuff Road for a distance of 200 yards from the boundary of the County Borough of Cork.

(c) All roads in the area which lies between the boundary of the County Borough of Cork and a line drawn as follows :—

Starting at a point on the Kinsale or Airport Road 80 yards south of its junction with Tramore Road, thence in a straight line in a south-easterly direction to a point on the Grange Road 710 yards west of its junction with the Donnybrook Road, thence in a straight line in a south-easterly direction to a point on the Donnybrook Road 80 yards north of Scairt Cross Roads, thence in a straight line in anorth-easterly direction to a point on the Carrigaline Road 100 yards west of its intersection with a common boundary of the townlands of Maryborough and Douglas, thence in a straight line in a northerly direction to a point on the Maryborough Hill Road 635 yards south-east of its junction with the Rochestown Road, thence in a straight line in a northerly direction to a point on the northern edge of the Rochestown Road 670 yards east of its junction with the Maryborough Hill Road, thence in a straight line in an easterly direction to a point on the eastern edge of the Ballinure Boathouse Road at the southern end of the said road, thence in a straight line in a northerly direction to the point where the imaginary projection of the centre line of the Ferney Road intersects the eastern boundary of the townland of Mahon and thence along the eastern and northern boundaries of the townland of Mahon and the northern boundaries of the townland of Dundanion to the boundary of the said County Borough at Marina.".

(2) Under the heading " COUNTY OF DUBLIN " there shall be substituted—

for sub-paragraph (viii) of paragraph (o) of reference 5 " Upper Kilmacud Road between its junction with Lower Kilmacud Road and a point 50 yards east of its junction with Sydenham Road.".

(3) Under the heading " COUNTY OF LOUTH " there shall be substituted in paragraph (a) of reference 4 " 420 " for " 560 ".

6. THE THIRD SCHEDULE TO THE PRINCIPAL REGULATIONS IS HEREBY AMENDED IN THE FOLLOWING MANNER :—

(1) Under the heading " COUNTY BOROUGH OF CORK AND COUNTY OF CORK " there shall be substituted for reference 2 (inserted by the Regulations of 1965) the following:—

" 2. The following roads in and adjacent to the County Borough of Cork :—

(a) The main Cork-Dublin road between a point 2,400 yards west of the boundary of the County Borough of Cork and a point 900 yards west of the said boundary.

(b) The Whitechurch Road for a distance of 90 yards from its junction with the main Mallow Road.

(c) The main Mallow Road between a point 150 yards northwest of its junction with the Dublin Hill Road and a point 950 yards north-west of the said junction.

(d) The Carrigrohane Road between a point 2,350 yards east of the boundary of the County Borough of Cork and a point 1,910 yards east of the said boundary.

(e) The Kinsale or Airport Road between a point 80 yards south of its junction with Tramore Road and a point 230 yards south of the boundary of the County Borough of Cork.".

(2) Under the heading " COUNTY BOROUGH OF DUBLIN AND COUNTY OF DUBLIN " there shall be substituted—

for paragraph (w) of reference 1 " Upper Kilmacud Road between its junction with Lower Kilmacud Road and a point 50 yards east of its junction with Sydenham Road.".

(3) Under the heading " COUNTY OF MAYO " the reference (inserted by the Regulations of 1965) to the Ballyhaunis Road between a point 500 yards north-east of its junction with D'Alton Street and a point 1,000 yards north-east of the said junction shall be deleted and there shall be substutited therefor the following :—

" The Ballyhaunis Road between a point 470 yards north-east of its junction with D'Alton Street and a point 1,000 yards northeast of the said junction.".

EXPLANATORY NOTE.

These Regulations amend the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ), and the Road Traffic (Speed Limits) (Amendment) Regulations, 1965 ( S.I. No. 86 of 1965 ). The effect of these Regulations is to regularise the position regarding speed limits in and adjacent to the County Borough of Cork following on the extension of the Cork City Boundary by the County Borough of Cork (Extension of Boundary) Order, 1965, as confirmed by the Local Government Provisional Order Confirmation Act, 1965 . These Regulations also regularise the position of speed limits on some other roads not covered by previous regulations.
