SOCIAL WELFARE (CONTRIBUTIONS) (AMENDMENT) REGULATIONS, 1962.

I, CAOIMHGHIN O BEOLAIN, Minister for Social Welfare, in exercise of the powers conferred on me by section 3 of the Social Welfare Act, 1952 (No. 11 of 1952) and by section 9 of that Act as amended by section 4 of the Social Welfare (Amendment) Act, 1960 (No. 25 of 1960), hereby make the following Regulations :—

1.—(1) These Regulations may be cited as the Social Welfare (Contributions) (Amendment) Regulations, 1962.

(2) The Social Welfare (Contributions) Regulations, 1953 to 1961, and these Regulations may be cited collectively as the Social Welfare (Contributions) Regulations, 1953 to 1962.

2. These Regulations shall come into operation on the 7th day of January, 1963.

3. Sub-article (2) of article 13A (inserted by the Social Welfare (Contributions) (Amendment) Regulations, 1961 ( S.I. No. 139 of 1961 )) of the Social Welfare (Contributions) Regulations, 1953 ( S.I. No. 5 of 1953 ) is hereby amended by—

(a) the insertion of " (i) " before the words " The amount of "

(b) the insertion after the words " The amount of a contribution " of the words " paid in respect of a contribution week in the period commencing on the 2nd day of January, 1961, and ending on the 6th day of January, 1963," and

(c) the insertion at the end thereof of the following paragraph :—

" (ii) The amount of a contribution paid in respect of a contribution week commencing on or after the 7th day of January, 1963, to be returned to an insured person under sub-article (1) of this article shall be—

(a) in respect of all employment contribution paid under paragraph 1, paragraph 3A, paragraph 6 or paragraph 7 of the Second Schedule to the Act :

3½d.

(b) in respect of an employment contribution paid under paragraph 2 of the Second Schedule to the Act :

8½d.

(c) in respect of an employment contribution paid under paragraph 3 of the Second Schedule to the Act :

9d.

(d) in respect of a voluntary contribution paid at the rate of 5s. 5d. :

2s.

7d."

EXPLANATORY NOTE

The Social Welfare (Miscellaneous Provisions) Act, 1962, makes provision, inter alia, for increases in the rates of insurance contributions with effect as from 7th January, 1963. These regulations provide for consequential increases in the amounts of Contributions determined to have been paid by the insured person in respect of old age (contributory) pension, which amounts may be returned to a person who entered insurance after the age of sixty and who was not insured before the age of sixty under the National Health Insurance Acts, 1911 to 1952.
