GREYHOUND RACE TRACK (TOTALISATOR) REGULATIONS, 1960.

I, SÉAMAS Ó RIAIN, Minister for Finance, in exercise of the powers conferred on me by subsection (1) of section 6 of the Totalisator Act, 1929 (No. 22 of 1929), hereby make the following regulations :

1.—(1) These Regulations may be cited as the Greyhound Race Track (Totalisator) Regulations, 1960.

(2) These Regulations shall come into operation on the 1st day of February, 1960.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to these Regulations.

3. In these Regulations—

"the Board" means Bord na gCon;

"totalisator to which these Regulations relate" means a totalisator set up on a greyhound race track.

4. No sum of less than two shillings nor any sum which is not an even multiple of sixpence shall be staked by means of a totalisator to which these Regulations relate.

5. No sum shall be staked by means of a totalisator to which these Regulations relate at any place other than at the totalisator itself.

6. Where a sum is staked by means of a totalisator to which these Regulations relate, the Board shall forthwith issue to the person by whom the sum is staked a ticket (in these Regulations referred to as a totalisator ticket) showing the date and place of issue thereof, or code marks, identifiable by the Board, to signify the date and place of issue thereof, the chance upon which the sum is staked, the number or numbers of the race or races and the number or numbers of the greyhound or combination of greyhounds upon which the sum is staked.

7. Not less than 85% of the total amount staked by means of a totalisator to which these Regulations relate in respect of a race (exclusive of sums so staked on a greyhound or greyhounds withdrawn and of stakes withdrawn or cancelled by the Board before the start of that race) shall be distributable amongst the holders of winning totalisator tickets issued in respect of that race.

8. Not less than 85% of the total amount staked by means of a totalisator to which these Regulations relate in respect of a double or multiple event (exclusive of any sums so staked which are repayable by the Board and of stakes withdrawn or cancelled by the Board) shall be distributable amongst the holders of winning totalisator tickets issued in respect of such event.

9. No person shall, without the authority of the Board, print or cause to be printed or import or cause to be imported a totalisator ticket, or knowingly have in his possession a totalisator ticket which has not been duly issued by the Board, or import or cause to be imported or knowingly have in his possession any die, plate, instrument or material for making totalisator tickets.

10. No person shall print or cause to be printed, import or cause to be imported or knowingly have in his possession any ticket, docket or other document which falsely purports to be a totalisator ticket duly issued or prepared for issue by the Board or which so closely resembles a totalisator ticket so issued or prepared as to be calculated to deceive, or import or cause to be imported or knowingly have in his possession any die, plate, instrument or material for making any such ticket, docket or other document as aforesaid.

11. The Board shall cause a printed copy of these Regulations, and printed copies of any regulations for the time being in force under subsection (2) or under subsection (3) of section 40 of the Greyhound Industry Act, 1958 (No. 12 of 1958), to be kept posted up in a prominent place on or near every totalisator to which these Regulations relate while it is being worked, and every sum staked by means of a totalisator to which these Regulations relate shall be deemed to be so staked subject to and on the terms of these Regulations so far as they are relevant.

EXPLANATORY NOTE.

These Regulations, made by the Minister for Finance, provide for certain controls over the working of totalisators by Bord na gCon at licensed greyhound race tracks.
