Council to have management of affairs of Institution.

4. The Council, consisting of the President, the Vice-Presidents, the Secretary, and not more than the maximum number for the time being prescribed by the By-Laws, nor less than twenty-one other members, constituted in accordance with this Act shall have the direction and management of the concerns of the Institution and the rights and duties conferred on the Council in accordance with the Charter.
