TELEPHONE (AMENDMENT) REGULATIONS, 1958.

I, SEÁN ORMONDE, Minister for Posts and Telegraphs, in exercise of the powers conferred, on me by section 2 of the Telegraph Act, 1885, and with the consent of the Minister for Finance, hereby make the following regulations :

1. These Regulations may be cited as the Telephone (Amendment) Regulations, 1958.

2. These Regulations shall come into operation on the 1st day of October, 1958.

3. The Interpretation Act, 1937 (No. 38 of 1937), applies to these Regulations.

4. (1) In these Regulations " the Principal Regulations " means the Telephone Regulations, 1953 ( S.I. No. 227 of 1953 ).

(2) These Regulations shall be construed as one with the Principal Regulations.

5. (1) In an account rendered to a subscriber for the purposes of the Principal Regulations of charges in respect of local calls or of subscriber-dialled trunk calls or of both local calls and subscriber-dialled trunk calls it shall not be necessary to furnish particulars—

(a) of the number of such calls,

(b) of the individual charges in respect of such calls, or

(c) where the account is of charges in respect of both local calls and subscriber-dialled trunk calls, of the total charges in respect of the local calls or the total charges in respect of the subscriber-dialled trunk calls.

(2) In this Regulation " subscriber-dialled trunk call " means a trunk call made by a subscriber without the intervention of an operator.

6. An officer, engineer, workman or agent of the Minister shall, before exercising any power conferred by the Principal Regulations, be furnished by the Minister with a document of identity and when exercising any such power shall, if requested by any person affected, produce the document to such person.

EXPLANATORY NOTE.

The purpose of these Regulations is further to amend the Telephone Regulations, 1953 to

(a) make better provision for the method of computing, and accounting for, charges for trunk calls that subscribers served by automatic exchanges are enabled to make by dialling prescribed digits, i.e., without the assistance of an operator. Charges for subscriber-dialled trunk calls are registered automatically by metering and timing devices that express the charge in terms of a corresponding number of local call charges and separate accounts of subscriber-dialled trunk call and local call charges are not furnished to subscribers.

(b) safeguard the interests of subscribers from unauthorised persons.
