NATIONAL HEALTH INSURANCE (COLLECTION OF CONTRIBUTIONS) AMENDMENT REGULATIONS, 1952.

The Minister for Social Welfare in exercise of the powers conferred on him by the National Health Insurance Acts, 1911 to 1952, and of every and any other power him in this behalf enabling, by this, his Order makes the following Regulations :—

1. These Regulations may be cited as the National Health Insurance (Collection of Contributions) Amendment Regulations, 1952, and shall be read as one with the National Health Insurance (Collection of Contributions) Consolidated Regulations, 1918 to 1946.

2. These Regulations shall come into operation and have effect as on and from the 6th day of October, 1952.

3. In these Regulations, unless the context otherwise requires, "the principal Regulations" means the National Health Insurance (Collection of Contributions) Consolidated Regulations (Ireland), 1918 (S. R. & O., No. 1809 of 1918);

" the Minister" means the Minister for Social Welfare; "the Acts" means the National Health Insurance Acts, 1911 to 1952, the Widows' and Orphans' Pensions Acts, 1935 to 1952, and the Unemployment Insurance Acts, 1920 to 1952; "insurance card" means a card issued by the Minister to or upon which insurance stamps are to be affixed or impressed; "insurance stamp" means a stamp to be affixed to or impressed upon an insurance card in payment of all contributions under the Acts (other than contributions under the National Health Insurance Acts, 1911 to 1952, and the Widows' and Orphans' Pensions Acts, 1935 to 1952, payable before the 6th day of October, 1952, which are in arrear and unpaid on that date) due in respect of an employed contributor; "local office" means an Employment Exchange or other office appointed by the Minister as a local office for the purposes of the Unemployment Insurance Acts, 1920 to 1952.

4. (1) A contribution under the National Health Insurance Acts, 1911 to 1952, and the Widows' and Orphans' Pensions Acts, 1935 to 1952 (other than a contribution under the said Acts payable before the 6th day of October, 1952) shall be paid by means of an insurance stamp affixed to or impressed upon an insurance card.

(2) The value of the insurance stamp to be affixed or impressed in respect of any week shall be the sum of all the contributions under the Acts payable in respect of the contributor for that week.

(3) An insurance stamp and an insurance card shall be deemed to be a stamp and a card, respectively, for the purposes of the principal Regulations.

5. Regulation 7 of the principal Regulations is hereby amended by

(a) the substitution for paragraph (1) of the following paragraph :—

"(1) Every person who is, or becomes, an employed contributor shall obtain from a local office, or in such other way as the Minister may direct, an insurance card";

(b) the deletion of paragraphs (2), (3) and (4);

(c) the deletion in paragraph (5) of the words "or to a postmaster, as the case may require," and "or postmaster";

(d) the substitution for paragraph (6) of the following paragraph :—

"(6) Where a voluntary contributor becomes employed he shall surrender the card issued to him as a voluntary contributor and obtain an insurance card as an employed contributor.";

(e) the deletion of the words "or postmaster" in paragraph (7).

6. Regulation 9 of the principal Regulations as amended by regulation 2 of the National Health Insurance (Collection of Contributions) Amendment Regulations, 1937 (S. R. & O., No. 44 of 1937), is hereby amended by the deletion in sub-paragraph (b) of paragraph (2) of the words "the number of insured persons in whose employment amounts to fifty or more".

7. Regulation 10 of the principal Regulations is hereby amended by the substitution for sub-paragraph (iv) of paragraph (2) of the following sub-paragraph :—

"(iv) Where an employed contributor fails to deliver up to his employer an insurance card for the purpose of being stamped, the employer shall pay any contribution payable in respect of him by affixing an insurance stamp to an insurance card to be obtained for the purpose from a local office and shall forthwith deliver the card to the contributor duly stamped.".

8. Regulation 11 of the principal Regulations is hereby amended by the deletion in paragraph (1) of the words "and in the case of an emergency card shall in addition write across the face of the stamp the name of the contributor".
