NATIONAL HEALTH INSURANCE (ADDITIONAL BENEFITS) REGULATIONS, 1952.

The Minister for Social Welfare in exercise of the powers conferred on him by the National Health Insurance Acts, 1911 to 1950, and of every and any other power him in this behalf enabling, by this, his Order makes the following Regulations :—

1. These Regulations may be cited as the National Health Insurance (Additional Benefits) Regulations, 1952.

2. In these Regulations unless the context otherwise requires the expression " the Principal Regulations " means the National Health Insurance (Additional Benefits) Regulations, 1921, (S.R. & O., 1921 No. 877).

3. The benefit numbered (15) in the Schedule to the Principal Regulations relating to payments to hospitals or convalescent homes shall cease to be an additional benefit but without prejudice to any right or privilege acquired or accrued or any penalty, obligation or liability incurred in respect of the said benefit.

4. The benefit mentioned in the Schedule to these Regulations shall be an additional benefit and the Principal Regulations shall be read as if such benefit were included in the Schedule thereto.

5.—(1) For the purposes of sub-section (5) of Section 4 of the National Health Insurance Act, 1942 (No. 5 of 1942) as modified by the Social Welfare Act, 1950 (No. 14 of 1950) the conditions relating to the period of insurance and the number of contributions paid during that period shall be as follows :—

(a) that the claimant has been an insured person for not less than three years from the date of his last entry into insurance ; and

(b) that not less than 104 contributions have been paid by or in respect of him during the said period.

(2) The references in this regulation to insurance and contributions shall be deemed to include references to insurance and contributions paid outside the State which are treated as insurance and contributions in pursuance of any reciprocal arrangements relating to National Health Insurance made under the Social Welfare (Reciprocal Arrangements) Act, 1948 (No. 10 of 1948).

6. These Regulations shall come into operation and have effect as on and from the 1st day of April, 1952.

7. The National Health Insurance (Additional Benefits) Regulations, 1947 (S.R. & O. 1947, No. 112) are hereby revoked with effect as on and from the 1st day of April, 1952, but without prejudice to any right or privilege acquired or accrued or any penalty, obligation or liability incurred under them prior to that date.

SCHEDULE.

(22) Payments in respect of insured persons in hospitals or convalescent homes and the payment of the whole or any part of the travelling expenses incurred by insured persons in travelling to or from the hospital or convalescent home.
