RIVER LEE HYDRO-ELECTRIC SCHEME APPROVAL ORDER, 1949.

WHEREAS, under subsection (1) of section 4 of the Electricity (Supply) (Amendment) Act, 1945 (No. 12 of 1945), the Electricity Supply Board has submitted to the Minister for Industry and Commerce a scheme for the generation of electricity by means of hydraulic power derived from the waters of the River Lee.

AND WHEREAS the Minister has considered the said Scheme and has consulted with the Minister for Agriculture as to the steps to be taken by the said Board for the protection of fisheries :

NOW, I, DANIEL MORRISSEY, Minister for Industry and Commerce, in exercise of the powers conferred on me by the Electricity (Supply) (Amendment) Act, 1945 (No. 12 of 1945), hereby order as follows :

1 Short title.

1. This Order may be cited as the River Lee Hydro-Electric Scheme Approval Order, 1949.

2 Definitions.

2. In this Order—

the expression " the Act " means the Electricity (Supply) (Amendment) Act, 1945 (No. 12 of 1945) ;

the expression " the Board " means the Electricity Supply Board ;

the expression " the scheduled Scheme " means the scheme set out in the Schedule hereto.

3 Approval of Scheme.

3. The scheduled Scheme is hereby approved.

4 Places for deposit of maps, plans and books of reference.

4. The stations of the Garda Síochána at Ballincollig, Coachford and Macroom, all in the County of Cork, are hereby prescribed as the places at which (in addition to the head office of the Board in the City of Dublin) the maps, plans and books of reference in relation to the scheduled Scheme shall, in pursuance of subsection (4) of section 9 of the act, be deposited by the Board.

5 Newspapers in which notice is to be given of deposit of maps, plans and books of reference.

5. The " Cork Examiner " is hereby prescribed as the newspaper in which (in addition to two or more daily newspapers circulating in the City of Dublin) public notice by advertisement of the deposit of the maps, plans and books of reference in relation to the scheduled Scheme shall, in pursuance of subsection (5) of section 9 of the act, be given by the Board.

SCHEDULE.

Title of the Scheme.

1. The Scheme may be cited as " River Lee Hydro-Electric Scheme " 1949.

Nature and location of the Scheme.

2. The Scheme contemplates a partial development of the water power resources of the River Lee by creating two reservoirs and constructing two generating stations on that portion of the River Lee between a point 9,700 feet, or thereby in a North-Westerly direction from Inishcarra Bridge over the River Lee and a point 5,000 feet or thereby in a Northerly direction from Dromcarra Bridge, and extending up the River Sullane to a point 8,000 feet or thereby in a Northerly direction from the junction of the Rivers Lee and Sullane.

The partial development is capable of extension to a full development without interference with the operation of the partial development.

Plan No. 1 shows the location of works necessary for this development, each of the works being separately numbered on the plan.

Plan No. 2 shows the catchment area from which the flow of water to the generating stations is derived.

Inishcarra Station (Work No. 2) will have a maximum head water level of 165 feet or thereby with provision for flood water level at the Dam (Work No. 1) up to a level of 167 feet or thereby above Ordnance Datum.

Carrigadrohid Station (Work No. 12) will have a maximum head water level of 215 feet or thereby with provision for flood water levels immediately upstream of the Dam (Work No. 11) up to a level of 217 feet or thereby above Ordnance Datum.

The works to be constructed and reservoirs to be created for the Scheme are situated in County Cork in the Townlands of Carrigyknaveen, Curraleigh, Faha, Inishleena, Magooly, Agharinagh, Kilgobnet, Cronody, Fergus, Nadrid, Leemount, Carhoo Lower, Coolnagearagh, Carrigadrohid, Killinardrish, Nettleville Demesne, Loughleigh, Rooves Beg, Rooves More, Aglish, Farran, Ballineadig, Clashanure, Walshestown, Castleinch, Curraghbeg, Coolalta,Caum, Coolacoosane, Rosnascalp, Mashanaglass, Ummera, Bealick, Sleveen East, Coolcour, Sleveen West, Tullatreada, Raleigh South, Glebe, Dundareirke, Gereagh West, Teergay, Gortsmoorane, Drumcarra North, Drumcarra South, Cooldaniel, Inchisine, Annahala West, Gearagh East, Annahala East, Annahalabog, Dromkeen, Toomsbog, Tooms West, Inchinashingane, Farranavarrigane, Tooms East, Dunisky, Carrigdarrery, Crossmahon, Ballytrasna, Lehenagh, Coolnacarriga, Classas, Monallig.

Work No. 1 :

A dam (including a fish pass) across the River Lee in the Townlands of Curraleigh and Curraghbeg and creating a reservoir extending from this dam in a Westerly direction to the site of Carrigadrohid Dam (Work No. 11).

Work No. 2 :

A generating station incorporated in the dam (Work No. 1) hereinbefore described and including an access road to the station.

Work No. 3 :

A tail race, along the bed of the river valley, extending from the site of the generating station (Work No. 2) in an Easterly direction for a distance along the River of 7,000 feet or thereby and including the disposal of material excavated for the construction of the tail race on to lands adjoining the river and tail race.

Work No. 4 :

A diversion, in the Townland of Curraleigh, of the public road from Cork to Macroom on the North Bank or the River Lee between points 3,600 feet and 6,000 feet or thereby in a South-Westerly direction from Canon's Cross Roads.

Work No. 5 :

A diversion, in the Townlands of Cronody and Magooly, of the public road over the River Dripsey on the North Bank of the River Lee between a point 1,000 feet or thereby measured in an Easterly direction from Fitzgibbon Bridge to a point 1,100 feet or thereby measured in a Westerly direction from the said Bridge.

Work No. 6 :

A diversion, in the Townlands of Rooves More and Aglish, of the public road on the South Bank of the River Lee between the South end of Rooves Bridge and a point 5,600 feet or thereby in an Easterly direction from the said Bridge.

Work No. 7 :

A diversion, in the Townlands of Nadrid, Rooves More and Rooves Beg, of the public road over the River Lee at Rooves Bridge between a point 1,600 feet or thereby in a South-Westerly direction from Rooves Bridge and a point 3,600 feet or thereby in a Northerly direction from the said Bridge.

Work No. 8 :

A diversion, in the Townlands of Leemount and Nadrid, of the public road on the North Bank of the River Lee between a point 550 feet or thereby in a North-Easterly direction from Classas Cross Roads and a point 2,200 feet or thereby in a Westerly direction from the said Cross Roads.

Work No. 9 :

A diversion, in the Townlands of Carrigadrohid and Coolnagearagh of the public road on the North Bank of the River Lee between a point 1,400 feet or thereby in a North-Easterly direction from Carrigadrohid Bridge and a point 5,000 feet or thereby measured in the same direction from the said Bridge.

Work No. 10 :

Strengthening the arches and roadway of the public road bridge crossing the River Lee at Carrigadrohid.

Work No. 11 :

A dam (including a fish pass) in the Townlands of Carrigadrohid and Monallig across the River Lee and creating a reservoir extending from this dam in a Westerly direction along the River Lee and its tributary the River Sullane.

Work No. 12 :

A generating station near the downstream toe of the dam (Work No. 11) hereinbefore described and including an access road to the Station.

Work No. 13 :

A diversion, in the Townland of Caum, of the public road from Caum Cross Roads to Aghina School between Caum Cross Roads and a point 2,500 feet or thereby in a South-Westerly direction from the said Cross Roads.

Work No. 14 :

The protection against erosion by the waters in the reservoirs (Work No. 11) of the public road from Carrigadrohid to Macroom on the North Bank of the Rivers Lee and Sullane between points 2,000 feet and 3,500 feet or thereby in a South-Easterly direction from the junction of the River Laney and the Sullane River.

Work No. 15 :

A diversion, in the Townland of Ballytrasna, of the public road on the South Bank of the River Lee from Buingea Bridge to Aghthying Bridge between points 200 feet and 500 feet or thereby in a North-Easterly direction from Buingea Bridge.

Work No. 16 :

A diversion, in the Townlands of Ballytrasna and Crossmahon, of the public road between points 3,100 feet and 2,100 feet or thereby in a North-Westerly direction from Athsollis Cross Roads in the said Townland of Crossmahon.

Work No. 17 :

A diversion, in the townlands of Inchinashingane, Tooms East, Dunisky, Carrigdarrery and Crossmahon, of the public road from Cork to Macroom via Ballincollig, between a point 2,500 feet or thereby in a South South-Easterly direction from the junction of the Rivers Lee and Sullane and a point 900 feet or thereby in an Easterly direction from Dunisky Railway Station on the Cork-Macroom Branch Railway Line.

Work No. 18 :

A diversion, in the Townlands of Coolcour and Inchinashingane, of the public road from Cork to Macroom via Ballincollig between a point 250 feet or thereby in a Westerly direction from the junction of the Rivers Lee and Sullane and a point 1,700 feet or thereby in a Northerly direction from the said junction of the rivers.

Work No. 19 :

A diversion, in the Townlands of Sleveen West, Sleveen East and Farranavarrigane, of the public road over the River Lee at Lee Bridge between a point 700 feet or thereby in a Northerly direction from the centre of Lee Bridge and a point 700 feet or thereby in a Southerly direction from the centre of the said Bridge.

Work No. 20 :

A diversion, in the Townlands of Raleigh South and Tullatreada, of the public road on the North side of The Gearagh (River Lee) between a point 450 feet or thereby in a Northerly direction from Annahala Road Bridge and a point 5,500 feet or thereby in a Westerly direction from the said Bridge.

Work No. 21 :

A diversion, in the Townland of Annahala West, of the public road between a point 5,200 feet or thereby in a West-South-Westerly direction from Annahala Road Bridge and a point 7,500 feet or thereby in the same direction from the said Bridge.

Work No. 22 :

A diversion, in the Townlands of Annahala West, Annahalabog and Dromkeen, of the public road between a point 2,800 feet or thereby in a Southerly direction from Annahala Road Bridge to a point 5,200 feet or thereby in a South-Westerly direction from the said Road Bridge.

Work No. 23 :

A diversion, in the Townlands of Dromkeen, Tooms West and Inchinashingane, of the public road between a point 450 feet or thereby in a Northerly direction from Annahala Road Bridge and Dromkeen Cross Roads.

Work No. 24 :

Such other works as may be found necessary in lieu of compensation or for the complete and satisfactory operation of the Scheme.

Lands.

3. Plan No. 1 shows coloured the lands and houses thereon and that portion of the branch railway line from Cork to Macroom which will be flooded by the reservoirs and which will be required to accommodate the works hereinbefore described.

The said lands are situated in the Townlands set out hereinbefore and approximate to 3,500 acres, including the bed of the River Lee and its tributaries.

Waters to be impounded.

4. The waters to be impounded and used for the purpose of the Scheme are the River Lee and tributaries thereof, provided, however, that a quantity of water not less than 1½ cubic metres per second or thereby shall be discharged down the River Lee past the dam (Work No. 1) hereinbefore described.

Capacity of Generating Stations.

5. The approximate capacity of the generating plant to be installed at the Generating Stations is 28,000 kilowatts.

Cost of Works.

6. The cost of the works is estimated at £2,650,000 including compensation for lands, fisheries, etc., but excluding the cost of transmission lines from the generating stations to points of demand.
