Taking or killing whales for scientific purposes.

19.—The Minister may at any time give permission in writing, for a specified period and subject to such specified conditions as he may think proper, to any person to take or kill whales for scientific or other exceptional purposes and whenever any such permission has been given to any person, such person shall, notwithstanding any of the provisions of this Act, be entitled to take or kill whales, subject to the conditions of his permit.
