28/04/1931: Dublin County Borough - Order As To Making Of Municipal Rate.


DEPARTMENT OF LOCAL GOVERNMENT AND PUBLIC HEALTH.

ORDER AS TO MAKING OF MUNICIPAL RATE.

WHEREAS the Minister for Local Government and Public Health is empowered by the Poor Relief (Ireland) Acts, 1838 to 1914, to prescribe certain forms to be used for the purposes hereinafter specified in and in relation to the making of the poor rate:

AND WHEREAS by sub-section 3 of section 63 of the Local Government (Dublin) Act, 1930 , the law for the time being in force in relation to the making of the poor rate is applied to the making of the municipal rate in the County Borough of Dublin:

AND WHEREAS by the Public Bodies Orders, 1925 to 1930, the said Minister has prescribed forms for the said purposes, and whereas the Right Honourable the Lord Mayor, Aldermen and Burgesses of Dublin (hereinafter called "the Corporation") have applied to the said Minister to assent to such departure from the rules and regulations contained in the Public Bodies Orders, 1925 to 1930, as shall be necessary to enable them to use the forms prescribed by this order in lieu of the forms prescribed for the said purposes by the Public Bodies Orders, 1925 to 1930, and to make the municipal rate accordingly:

NOW, THEREFORE, the Minister for Local Government and Public Health, in exercise of the powers vested in him by the Poor Relief (Ireland) Acts, 1838 to 1914, and by Article 3 of the Public Bodies Order, 1925, and in exercise of every other power in this behalf enabling him, hereby orders as follows, that is to say:—

1. The Municipal Rate in the County Borough of Dublin shall be made in the form of rate book appearing as Form 45 in the Public Bodies Order, 1929, after the following alterations have been made in the said form, that is to say:—

(1) For the columns numbered from 1 to 34 in the said form shall be substituted columns numbered and headed as follows, that is to say:—

1. Rate Number.

2. Street or Place.

3. Local Number.

4. Description of Tenement.

5. Name of Person on whom the rate is made—Owners of small dwellings, landlords or immediate lessors of houses let in apartments or lodgings, or persons receiving rent in respect of hereditaments exempt from rating.

6. Name of person on whom the rate is made—Occupiers.

7. Rateable Valuation.

8. Valuation for Assessment under Local Government Acts, 1925 and 1927, where it differs from that in Column 7.

9. Valuation for assessment in accordance with section 69 Local Government (Dublin) Act, 1930 .

10. Assessment (1st April, 19 to 31st March, 19 ) at s. d. in the —£.

11. Years for which arrears are due.

12. Arrears due.

13. Total Charge.

14. Current Receipts (1).

15. Current Receipts (2).

16. Number and date of receipt and initials of Posting Clerk.

17. Year.

18. Arrears received.

19. Number and date of receipt and initials of Posting Clerk.

20. Year.

21. Remissions for Vacancies.

22. Year.

23. Statutory Remissions and Irrecoverable Rates.

24. Year.

25. Presumably recoverable arrears. (To be brought forward on the 31st March, 19 ).

26. Total Discharge.

(2) The table of particulars of Poor Kate shall be omitted from the said form.

2. The form in which the notice required by section 21 of the Poor Relief (Ireland) Act, 1849, of the deposit of the rate books for the inspection of ratepayers shall be published shall be in the Form No. 1 set forth in the Schedule to this Order.

3. The form in which the notice required by section 70 of the Poor Relief (Ireland) Act, 1838, of the municipal rate having been made shall be published shall be in the Form No. 2 set forth in the Schedule to this Order.

4. The Corporation may depart from the rules and regulations contained in the Public Bodies Orders, 1925 to 1930, to such extent as may be necessary to enable them to use the forms prescribed by this Order for the purposes hereinbefore specified, and to make the municipal rate accordingly in the County Borough of Dublin.

COUNTY BOROUGH OF DUBLIN.

NOTICE OF DEPOSIT OF RATE BOOKS FOR INSPECTION.

Notice is hereby given that the Right Honourable the Lord Mayor, Aldermen and Burgesses of Dublin are about to make a municipal rate on the property rateable thereto in the County Borough of Dublin.

The rate in the pound of the municipal rate (other than the police rate) for the service of the year ending on the 31st day of March,     is      shillings and  pence.

The rate in the pound of so much of the Municipal Rate as consists of the Police Rate for the service of the said year on so much of the Dublin Metropolitan Area as is included in the County Borough is        Pence in the Pound.

(Where the rate in the pound is reduced in any area in order to comply with the provisions of section 68 of the Local Government (Dublin) Act, 1930 , a statement and a short explanation of such reduction should be inserted here.)

The rate books are now in my custody and may be inspected by any person affected thereby at the City Hall, Cork Hill, Dublin, between the hours of 10 a.m. and 4 p.m. during the fourteen days next following the date hereof, exclusive of Sundays and Bank Holidays.

COUNTY BOROUGH OF DUBLIN.

NOTICE OF RATES HAVING BEEN MADE.

Notice is hereby given that a Municipal Rate has been duly made on the property rateable thereto in the County Borough of Dublin.

The rate in the pound of the Municipal Rate other than the Police Rate for the service of the year ending on the 31st day of March, is     Shillings and   Pence.

The rate in the pound of so much of the Municipal Rate as consists of the Police Rate on so much of the Dublin Metropolitan Area as is included in the County Borough is   pence in the pound.

(Where the rate in the Pound is reduced in any area in order to comply with the provisions of section 68 of the Local Government (Dublin) Act, 1930 , a statement and a short explanation of such reduction shou1d be inserted here.)

The rate books are now in my custody and may be inspected by any person affected thereby at the City Hall, Cork Hill, Dublin, between the hours of 10 a.m. and 4 p.m. exclusive of Sundays and Bank Holidays; the said rate will be pay able from and after the publication of this notice.
