Powers of holders of certain firearm certificates.

30.—Any holder of a firearm certificate the excise duty on which is two pounds may require any person whom he finds carrying a shotgun on lands other than those owned by such person to produce for the inspection of such holder and to permit such holder to inspect and read the firearm certificate authorising such person to carry such shotgun and if such person fails or refuses to produce such last-mentioned firearm certificate or fails or refuses to permit such holder to inspect and read such firearm certificate such person shall (unless he satisfies the court that the carrying by him of such shotgun without having a firearm certificate authorising him so to do was in the circumstances not unlawful) be guilty of an offence under this section and shall be liable on summary conviction thereof to a fine not exceeding five pounds.
