DEPARTMENT OF LOCAL GOVERNMENT AND PUBLIC HEALTH.

THE TUBERCULOSIS (JOINT COMMITTEE) ORDER, 1929.

In exercise of the powers vested in me by the Tuberculosis Prevention (Ireland) Acts, 1908 and 1913, and of all other powers in that behalf enabling me, I, the Minister for Local Government and Public Health, do hereby make the following regulations with respect to joint committees appointed by county councils in pursuance of Section 6 of the Tuberculosis Prevention (Ireland) Act, 1908, that is to say :—

1. This Order may be cited as the Tuberculosis (Joint Committees) Order, 1929.

2. The Interpretation Act, 1889, applies to the interpretation of this Order in like manner as it applies to the interpretation of an Act of the Oireachtas passed before the 1st day of January, 1924.

PROCEDURE AND FILLING OF CASUAL VACANCIES.

3. The regulations contained in the Tuberculosis (Procedure of Committees) Order, 1913, shall apply to and govern the procedure and the filling of casual vacancies in a joint committee in like manner as the said regulations apply to a committee appointed by a county council.

ACCOUNTS.

4. The County Boards of Health Accounts Order, 1924, and the appropriate forms shall, so far as may be applicable, apply with the necessary modifications, to a joint committee, subject to such alterations, additions, and omissions, as the Minister for Local Government and Public Health may from time to time direct, either generally or with respect to any particular joint committee.

REGULATIONS AS TO BORROWING.

5. (1) A proposal to apply for sanction to a loan for any purpose for which a joint committee may borrow shall not be taken into consideration by a joint committee unless (four weeks) previous notice, to be entered on the minutes, shall have been given of the intention to make the proposal and of the meeting at which the proposal will be made, and a copy of such notice sent to each member of the joint committee with the summons to attend the meeting.

(2) The resolution shall specify the mode in which the loan is to be raised and the proportion thereof chargeable to the county or county borough of each council by whom members of a joint committee are appointed.

(3) Application for sanction to a loan shall be made on a form to be obtained from the Office of the Department of Local Government and Public Health, and shall be signed by the Chairman presiding at the meeting at which the resolution was adopted, and countersigned by the Clerk or Secretary to the joint committee.

(4) Where a joint committee borrow by way of mortgage the deed or mortgage shall be executed by the members of the joint committee, or any five of their number acting by the direction and on behalf of the joint committee.
