06/05/1924: Civil Service - Appointment Otherwise Than By Examination

Regulation by the Civil Service Commissioners with the consent of the Minister of Finance under Section 5 of Civil Service Regulation Act, 1924 .

In all cases of the appointment of an officer to a post in the Public Service to which the Civil Service Regulation Act, 1924 , applies, in which the Minister of Finance and the Minister in charge of the Government Department to which the officer is to be appointed, consider that the qualifications of the officer in respect of knowledge and ability deemed requisite for the post are wholly or in part professional, or otherwise peculiar, and not ordinarily to be acquired in the Civil Service, and in which, in the opinion of the Civil Service Commissioners, recruitment by open competitive examination is not practicable, the machinery to be adopted for reviewing the qualifications of candidates and selecting those most suitable for appointment must be approved by the Minister of Finance and the Civil Service Commissioners.

Where the approved machinery involves the appointment of a Selection Board, the appointment of the members of the Board will be made by the Civil Service Commissioners.
