1923. No. 8.ORDER OF THE DEPARTMENT OF AGRICULTURE AND TECHNICAL INSTRUCTION.

HAY AND STRAW (MOVEMENT FROM GREAT BRITAIN TO THE IRISH FREE STATE) UNDER OF 1923.

(Dated 20th June, 1923.)

THE Department of Agriculture and Technical Instruction, by virtue and in exercise of the powers vested in them under the joint operation of the Agricultural and Technical Instruction (Ireland) Act, 1899, and of the Diseases of Animals Acts, 1894 to 1914, and of every other power enabling them in this behalf, do, with the concurrence of the Minister for Agriculture of the Irish Free State, hereby order:—

1 Prohibition of Landing of Hay or Straw.

1. Unless and until the Department otherwise order, the landing in the Irish Free State of hay or straw brought from any port or place in Great Britain is, except as hereinafter expressly provided for, hereby prohibited.

2 Exceptions.

2. This Order shall not apply to:—

(a) hay or straw which at the time of importation is being used for packing merchandise;

(b) manufactured straw not intended for use as fodder or litter for animals; or

(c) hay or straw, the importation of which into the Irish Free State is authorised by a Licence granted by the Department under this Order.

3 Offences.

3. If any hay or straw shall be landed in contravention of this Order, the owner thereof, and the owner and lessee and the occupier of the place of landing, and the person causing, directing, or permitting the landing, and the owner and charterer and the master of the vessel from which the same is landed, shall, each according to and in respect of his own acts and defaults, be deemed guilty of an offence against the Diseases of Animals Act, 1894.

4 Interpretation.

4. In this Order—

"The Department" means the Department of Agriculture and Technical Instruction.

The expression "animals" means horses, asses, and mules, cattle, sheep, goats, and all other ruminating animals, and swine.

5 Commencement.

5. This Order shall come into operation on the date hereof.

6 Short Title.

6. This Order may be cited as the Hay and Straw (Movement from Great Britain to the Irish Free State) Order of 1923.
