Penalty for assembling to run goods.

188. [1] All persons to the number of three or more who shall assemble for the purpose of unshipping landing running carrying concealing or having so assembled shall unship land run carry convey or conceal any spirits tobacco or any prohibited restricted or uncustomed goods, shall each forfeit a penalty not exceeding five hundred pounds nor less than one hundred pounds.
