Persons neglecting to make return to be subject to penalty.

8. Any person who under this Act is required to transmit to the registrar any such return or notice as aforesaid and within the period aforesaid, and who shall neglect to transmit to the registrar such return or notice within the said period, shall be liable for every such offence to forfeit a sum not exceeding ten pounds.
