10. Provided also, that nothing herein contained shall affect—

(1.) The Act of the session of the fifth and sixth years of Her Majesty, “for better preserving the navigation of the River Mersey”:

Act of the session of the twentieth and twenty-first years of Her Majesty, “to “provide for the conservation of the River Thames, and for “the regulation, management, and improvement thereof,” as empowers the Admiralty to appoint two of the conservators of the River Thames.
