Doctor of medicine of any foreign or colonial university or college, practising as a physician in the United Kingdom before the first day of October 1858, who shall produce certificates to the satisfaction of the council of his having taken his degree of doctor of medicine after regular examination, or who shall satisfy the council, under section [2
forty-six] of this Act, that there is sufficient reason for admitting him to be registered.
