Act not to affect existing privileges.

31. Provided always, that nothing in this Act contained shall authorize or be construed to authorize the grant to any company or body of persons of any privilege in derogation of any exclusive privileges mow enjoyed by any company or corporation under any Act or Acts of Parliament.
