Receipts, &c, shall be in the form approved by commissioners.

59. All receipts, orders, certificates, endorsements, accounts, returns, or instruments, or other matters or things whatsoever, which shall be required for carrying into execution this Act, shall be made in such form and manner, and containing such particulars, and under such regulations, as shall from time to time be directed or required or approved of by the said commissioners, or their officer or officers.
