S.I. No. 250/2014 - European Union (Consumer Information, Cancellation and Other Rights) (Amendment) Regulations 2014.

I, RICHARD BRUTON, Minister for Jobs, Enterprise and Innovation, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972) and for the purpose of giving further effect to Directive 2011/83/EU of the European Parliament and of the Council of 25 October 20111 , hereby make the following regulations:

1. These Regulations may be cited as the European Union (Consumer Information, Cancellation and Other Rights) (Amendment) Regulations 2014.

2. Regulation 1 of the European Union (Consumer Information, Cancellation and Other Rights) Regulations 2013 ( S.I. No. 484 of 2013 ) is amended by substituting for paragraph (2) the following paragraph:

“(2) These Regulations come into operation on 14 June 2014 and apply to contracts concluded on or after that date.”.

EXPLANATORY NOTE

(This note is not part of the Instrument and does not purport to be a legal interpretation.)

These Regulations amend regulation 1(2) of the European Union (Consumer Information, Cancellation and Other Rights) Regulations 2013 ( S.I. No. 484 of 2013 ) which give effect to Directive 2011/83/EU of the European Parliament and of the Council on Consumer Rights.

The purpose of the amendment is to ensure that the Regulations come into operation at the same time as the revocations of the European Communities (Cancellation of Contracts Negotiated Away from Business Premises) Regulations 1989 ( S.I. No. 224 of 1989 ) and the European Communities (Protection of Consumers in Respect of Contracts Made by Means of Distance Communications) Regulations 2001 ( S.I. No. 207 of 2001 ) that they effect. This is necessary in order to ensure that the consumer protections afforded by the existing Regulations remain in force until the new Regulations become operative.
