S.I. No. 118/2012 - Statistics (Business Expenditure on Research and Development Survey) Order 2012.


Notice of the making of this Statutory Instrument was published in

“Iris Oifigiúil” of 10th April, 2012.

I, ENDA KENNY, Taoiseach, in exercise of the powers conferred on me by section 25 (1) of the Statistics Act 1993 (No. 21 of 1993), hereby order as follows:

1. This Order may be cited as the Statistics (Business Expenditure on Research and Development Survey) Order 2012.

2. In this Order—

“Commission Regulation” means Commission Regulation (EC) No. 753/2004 of 22 April 20041 as amended by Commission Regulation (EC) No. 973/2007 of 20 August 20072 ;

“forms and questionnaires” means the forms and questionnaires referred to in Article 8(a);

“survey” means the Business Expenditure on Research and Development Survey 2011/2012 which is conducted by the Central Statistics Office and is required by Commission Regulation (EC) No. 753/2004 of 22 April 20041.

3. A word or expression used in this order and which is also used in the Commission Regulation has the same meaning as in that Regulation except where the context otherwise requires.

4. The purpose of this Order also includes giving further effect to the Commission Regulation.

5. The survey shall be known and referred to as the Business Expenditure on Research and Development Survey 2011/2012.

6. This Order applies to an undertaking that is requuired by the Central Statistics Office to participate in the survey and that is classified for statistical purposes under any of the sections of NACE Rev. 2 set out in Annex 1 to Regulation (EC) No. 1893/2006 of the European Parliament and of the Council of 20 December 20063 .

7. Each undertaking to which this Order applies is required to provide information to the Central Statistics Office for the purposes of the survey, the general nature of which is specified in the Schedule.

8. An undertaking required by this Order to provide information to the Central Statistics Office shall provide such information—

(a) by the completion of forms and questionnaires prepared by the Director General in accordance with section 23 of the Act, and

(b) where directions under section 26 of the Act have been given to the undertaking, in accordance with those directions.

SCHEDULE

Article 4

Information in relation to the years 2011 to 2012, regarding each of the following:

(a) general information of the business activity;

(b) expenditure on in-house Research and Development (R&D) activity 2011 and estimate 2012;

(c) sources of funds for in-house R&D activity;

(d) type of in-house R&D activity in 2011;

(e) expenditure on R&D performed on behalf of an undertaking by other parties in 2011;

(f) in-house R&D personnel in 2011;

(g) recruitment of researchers;

(h) collaboration in Research and Development projects;

(i) R&D activity at local unit level.
