FOREIGN PARCEL POST AMENDMENT (No. 24) SCHEME 1989.

AN POST, in exercise of the powers conferred on it by Section 70 of the Postal and Telecommunications Services Act, 1983 (No. 24 of 1983), and with the consent of the Minister for Communications, hereby makes the following Scheme:

1. (1) This Scheme may be cited as the Foreign Parcel Post Amendment (No. 24) Scheme, 1989.

(2) This Scheme shall be operative with effect from the 1st day of January, 1990.

2. In this Scheme

"the Principal Warrant" means the Foreign Parcel Post Warrant, 1953 ( S.I. No. 418 of 1953 ).

"Scheme No. 21" means the Foreign Parcel Post Amendment (No. 21) Scheme, 1986 ( S.I. No. 94 of 1986 ).

3. The First Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 4 of the Foreign Parcel Post Amendment (No. 12) Warrant, 1977 ( S.I. No. 199 of 1977 )) of the entries in the First Schedule to this Scheme.

4. The Second Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 3 of Scheme No. 21) of the entries in the Second Schedule to this Scheme.

5. The Third Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 4 of Foreign Parcel Post Amendment (No. 23) Scheme, 1989) of the entries in the Third Schedule to this Scheme.

6. The Fifth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 6 of Scheme No. 21) of the entries in the Fourth Schedule to this Scheme.

7. The Schedule to the Foreign Parcel Post Amendment (No. 18) Warrant, 1983 ( S.I. No. 257 of 1983 ), is hereby amended by the substitution for the entries therein (inserted by Regulation 7 of Scheme No. 21) of the entries in the Fifth Schedule to this Scheme.

8. Regulation 8 of the Foreign Parcel Post Amendment (No. 20) Scheme, 1985 ( S.I. No. 96 of 1985 ) is hereby deleted.

9. The following Regulation is hereby substituted for Regulation 10 of the Foreign Parcel Post Amendment (no. 20) Scheme, 1985 ( S.I. No. 96 of 1985 ):

"10. (1) There shall be charged and paid upon Express Mail Packets the rates specified in the First Schedule to this Scheme.

(2) An Post shall determine from time to time in what destination zone a particular destination shall be included and it may proclaim such determination from time to time by public notice, advertisement or otherwise as it sees fit."

and the First Schedule to the said Scheme, as inserted by the First Schedule to the Foreign Parcel Amendment (No. 22) Scheme, 1986 ( S.I. No. 96 of 1986 ), shall be replaced by the Sixth Schedule to this Scheme, and the Second Schedule to the said Scheme is hereby deleted.

10. The First Schedule to the Foreign Parcel Post Amendment (No. 20) Scheme, 1985 ( S.I. No. 96 of 1985 ) is hereby amended by the substitution for the entries therein (inserted by Regulation 3 of the Foreign Parcel Post Amendment (No. 22) Scheme, 1986 ( S.I. No. 96 of 1986 )) of the entries in the Sixth Schedule to this Scheme.

Length 1.50 metres, length and girth combined 3 metres (the girth to be measured round the thickest part).

Minimum Dimensions:

Length 140mm; width 99mm. In roll form, length and twice diameter, 170mm, greatest dimensions, not less than 100mm.

Parcel (except an Air Mail Parcel or unbagged containerised parcel):

£100 for a parcel not exceeding 25 kg.

Unbagged containerised parcel:

(b) containerised by customer:

(ii) £3.50 per kg on the total capacity of a 40 foot container, less £180.

(ii) For a full 20 foot container:

up to 2,500 kg— £3.75 per kg

up to 3,000 kg— £3.65 per kg over 3,000 kg— £3.50 per kg

Air Mail Parcel:

£7 per 250g.

£5.80 for a parcel not exceeding 1 kilogramme in weight together with £1.90 for each 500 grammes or fraction of 500 grammes in excess of 1 kilogramme.

Surface airlifted parcel bagged by customer:

£5.05 per kilogram.

EXPLANATORY NOTE.

This scheme applies to the Foreign Parcel Post Service and comes into operation on 1st January, 1990. It authorises increases in the maximum postage which may be charged on foreign parcels and in the fees charged for instance, customs clearance, cash-on-delivery, express delivery and advice of delivery. It also authorises increases in the maximum size and weight of parcels acceptable for transmission in the international service.
