S.I. No. 310 of 1984.

TELEPHONE (AMENDMENT) (NO. 2) SCHEME, 1984.

Bord Telecom Éireann, in exercise of the powers conferred on it by Section 90 of the Postal and Telecommunications Services Act, 1983 (No. 24 of 1983), hereby makes the following Scheme:

1. (i) This Scheme may be cited as the Telephone (Amendment) (No. 2) Scheme, 1984.

(ii) The collective citation "The Telephone Schemes 1980 to 1984" shall include this Scheme.

2. This Scheme shall come into operation on the 1st day of December, 1984.

3. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Scheme.

4. The Telephone Regulations, 1980 ( S.I. No. 195 of 1980 ) are hereby amended by—

( a ) the insertion of the following after "fixed time charge" in Regulation 4 (1):

'"Freefone call" means a call (other than local) within the State where the caller requests the telephone exchange operator for connection to a subscriber identifiable by a specific Freefone name allotted by Bord Telecom Éireann and the call shall be charged to and payable by the subscriber identified by such Freefone name and the service whereby such calls may be received shall be known as the "Freefone Name Service".'

( b ) the insertion of the following new Regulation (to be cited as Regulation 20A) after Regulation 20:

"Bord Telecom Éireann may provide facilities for a subscriber to receive Freefone calls following completion by such subscriber of an Agreement for Freefone Name Service. A Freefone call shall be charged and payable by such subscriber at the standard charge rate for the call together with the Freefone call charge premium specified in paragraph 7 of Part I of the Fifth Schedule to these Regulations".

( c ) the substitution of the following Schedule for the Fifth Schedule thereto (inserted by Regulation 5 (e) of the Telephone (Amendment) Regulations, 1983 ( S.I. No. 73 of 1983 )):

Charges which are payable in addition to the appropriate charges set out in the foregoing Schedules to these Regulations.

Charges which are payable in lieu of all other charges set out in the foregoing Schedules to these Regulations.

1. Urgent Calls

double the charges otherwise payable under the Regulations.

2. Cancellation Fee for Personal Call

3. Cancellation Fee for Fixed-time Calls

one-quarter of the charge which would be payable if the call had been effected.'

EXPLANATORY NOTE.

The purpose of this Scheme is to make provision for the introduction from 1st December 1984 of the Freefone Name Service whereby telephone customers, who have signed an Agreement for the purpose and are identifiable by a Freefone name, may, on payment of an additional charge of 20p per call over and above the standard charge rate for such call, receive through the telephone exchange operator a trunk call known as a Freefone call.
