ROAD TRAFFIC (SPEED LIMITS) (COUNTY BOROUGH OF DUBLIN AND COUNTY OF DUBLIN) (AMENDMENT) REGULATIONS, 1982.

The Minister for the Environment in exercise of the powers conferred on him by sections 5 and 45 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 46 of the said Act as amended by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:—

1. (1) These Regulations may be cited as the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) (Amendment) Regulations, 1982.

(2) The Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) Regulations, 1977 to 1981 and these Regulations shall be construed together and may be cited collectively as the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) Regulations, 1977 to 1982.

2. These Regulations shall come into operation on the 22nd day of November, 1982.

3. In these Regulations "the Principal Regulations" means the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) Regulations, 1977 ( S.I. No. 358 of 1977 ).

4. The First Schedule to the Principal Regulations is hereby amended as follows:—

(i) by the deletion of the matter at reference 1 (a),

(ii) by the substitution at reference 1 (b) of "260" for "548",

(iii) by the substitution at reference 1 (c) of "645" for "92",

(iv) by the deletion of the matter at reference 2 (g).

5. The Second Schedule to the Principal Regulations is hereby amended as follows:—

(i) by the substitution of the following matter for the matter at reference 3 (a)—

"3 ( a ) All roads (other than those roads in the area which are described at reference 4 in the Third Schedule to these Regulations) in the area which lies between the boundary of the County Borough of Dublin and a line drawn as follows:—

starting at a point where the boundary of the said county borough intersects the Coast Road, Baldoyle and thence in a straight line in a north-westerly direction to a point on eastern edge of the Hole in the Wall Road 45 metres south of its junction with the Balgriffin-Drimnagh road, thence in a straight line to a point on the western edge of the Hole in the Wall Road opposite the last mentioned point, thence in a northerly direction along the western edge of the Hole in the Wall Road to its junction with the southern edge of the Balgriffin-Drimnagh road, thence in a westerly direction along the southern edge of the Balgriffin-Drimnagh road to its junction with the eastern edge of the Malahide Road, thence along the eastern edge of the Malahide Road to a point 85 metres south of its junction with Belcamp Lane, thence in a straight line to a point on the western edge of the Malahide Road opposite the last mentioned point, thence in a northerly direction along the western edge of the Malahide Road to its junction with the southern edge of Belcamp Lane, thence along the southern edge of Belcamp Lane to a point 15 metres from its junction with the Malahide Road, thence in a straight line to a point on the northern edge of Belcamp Lane opposite the last mentioned point, thence along the northern edge of Belcamp Lane to its junction with the eastern edge of Clonshaugh Road, thence in a northerly direction along the eastern edge of Clonshaugh Road to a point 20 metres south of the entrance to 'Rosemount', thence in a straight line to a point on the western edge of Clonshaugh Road opposite the last mentioned point, thence in a southerly direction along the western edge of Clonshaugh Road to its junction with the northern edge of Turnapin Lane, thence along the northern edge of Turnapin Lane to the point where the said road turns southwards, thence in a straight line in a westerly direction to the centre of Turnapin Bridge on the eastern edge of the Dublin-Drogheda road, thence in a southerly direction along the eastern edge of the Dublin-Drogheda road to its junction with the northern edge of Turnapin Lane, thence along the northern edge of Turnapin Lane to a point 130 metres west of its junction with Constellation Road, thence in a straight line to a point on the southern edge of Turnapin Lane opposite the last mentioned point, thence along the southern edge of Turnapin Lane to its junction with the eastern edge of the Dublin-Drogheda road, thence in a southerly direction along the eastern edge of the Dublin-Drogheda road to a point 1006 metres north-east of its junction with Santry Avenue, thence in a straight line in a south-westerly direction to a point on the eastern edge of Ballymun Road 72 metres north of its junction with Santry Avenue, thence in a straight line to a point on the western edge of Ballymun Road opposite the last mentioned point, thence in a straight line to a point on the northern edge of St. Margarets Road 105 metres west of its junction with Ballymun Road, thence in a straight line to a point on the southern edge of St. Margarets Road opposite the last mentioned point, thence in a westerly direction along the southern edge of St. Margarets Road to its junction with the eastern edge of Jamestown Road, thence in a southerly direction along the eastern edge of Jamestown Road to a point 600 metres north of the county borough boundary, thence in a straight line to a point on the western edge of Jamestown Road opposite the last mentioned point, thence in a southerly direction along the western edge of Jamestown Road to the county borough boundary.",

(ii) by the deletion of the matter at reference 3 (b),

(iii) by the substitution at reference 3 (c) of "245" for "160",

(iv) by the addition of the following matter at reference 5—

"( c ) Mines Road for a distance of 150 metres from its junction with Harbour Road.",

(v) by the addition of the following matter after reference 6 (a)—

"( aa ) a point on the northern edge of Balealy Lane 500 metres from its junction with the Dublin Road",

(vi) by the substitution at reference 6 (b) of "180 metres south-east" for "5 metres north-west" and of "Raheny Road" for "Loughshinny Road",

(vii) by the addition of the following matter after reference 6 (b)—

"( bb ) a point on the Raheny Road 90 metres north-east of its junction with the Rush Road",

(viii) by the substitution at reference 6 (c) of "125" for "110",

(ix) by the substitution of the following matter for the matter at reference 7:—

"7. The following roads at Malahide-Portmarnock:

All roads (other than those roads described at reference 7 in the Third Schedule to these Regulations) in the area enclosed by a line drawn as follows:—

Starting at a point on the Baldoyle-Malahide coast road 27 metres north-east of Portmarnock Bridge and thence in a straight line in a north-westerly direction to a point on the eastern edge of the Malahide-Hazelbrook-Portmarnock Bridge east road 600 metres south of its junction with Blackwood Road, thence in a northerly direction along the eastern edge of the Malahide-Hazelbrook-Portmarnock Bridge east road to its junction with the southern edge of Blackwood Road, thence in an easterly direction along the southern edge of Blackwood Road to a point 300 metres west of the entrance to Portmarnock Community Centre, thence in a straight line to a point on the northern edge of Blackwood Road opposite the last mentioned point, thence in a westerly direction along the northern edge of Blackwood Road to its junction with the eastern edge of the Hill Road, thence in a northerly direction along the eastern edge of the Hill Road to a point 641 metres south of its junction with Seamount Road, thence in a north-westerly direction to a point on the Back Road, 503 metres south-west of its junction with the Hill Road, thence in a north-westerly direction to a point on the Dublin Road 52 metres south of La Mancha junction, thence in a south-westerly direction to a point on the northern edge of Carey's Lane 260 metres west of its junction with the Dublin Road, thence in a straight line to a point on the north-eastern edge of the Swords-Malahide (La Mancha) road 235 metres north-west of its junction with Millview Road, thence in a north-westerly direction along the north-eastern edge of the Swords-Malahide (La Mancha) road to its junction with the south-eastern edge of Seatown Road, thence in a north-easterly direction along the south-eastern edge of Seatown Road to where it meets the coast, thence along the coast in a mainly easterly and southerly direction to the commencement point near Portmarnock Bridge.",

15. The following roads at Toberbur:—

The Rivermeade Estate roads from a point on Rivermeade Drive 10 metres from its junction with Toberbur Road."

6. The Third Schedule to the Principal Regulations is hereby amended as follows:—

(i) by the substitution of the following matter for the matter at reference 1 (b)—

"( b ) The Drogheda Road between a point 15 metres north-west of the boundary of the town of Balbriggan and a point 315 metres north-west of the said boundary.",

(ii) by the addition of the following matter at reference 1—

"( c ) Mill Lane for a distance of 55 metres from the Dublin Road.",

(iii) by the substitution of the following matter for the matter at reference 4 (yy)—

"( yy ) Malahide Road between the county borough boundary and a point 85 metres south-west of its junction with Belcamp Lane.",

(iv) by the substitution at reference 4 (bbbb) of "250" for "238" and of "110" for "125",

(v) by the addition of the following matter at reference 4—

"( ffff ) Blunden Drive for a distance of 25 metres from its junction with the Malahide Road.

"( b ) The Grallagh Road and its continuation north-westwards between a point 605 metres east of its junction with the Fieldstown-Ardcath road and a point 35 metres north-west of the said junction.",

(vii) by the addition of the following matter at reference 5—

"( d ) The Hill Road for a distance of 40 metres from its junction with the Fieldstown-Ardcath road.

( e ) Windmill Road for a distance of 45 metres from its junction with the Fieldstown-Ardcath road.",

(viii) by the substitution at reference 7 (a) of "188" for "183" and of "52" for "46",

(ix) by the substitution at reference 7 (b) of the words "320 metres north-west of its junction with Wendell Avenue, Portmarnock", for the words "1,098 metres north-east of its junction with Blackberry Lane, Portmarnock.",

(x) by the addition of the following matter at reference 7—

"( c ) The Swords-Malahide (La Mancha) road for a distance of 50 metres from La Mancha junction.

( d ) The entrance road to Oakleigh housing estate for a distance of 10 metres from its junction with the Dublin Road,

( e ) O'Hanlons Lane for a distance of 10 metres from its junction with the Dublin Road.

( f ) The entrance road to Ard Na Mara housing estate for a distance of 7 metres from its junction with the Dublin Road.

( g ) The entrance road to Biscayne housing estate for a distance of 15 metres from its junction with the Coast Road.

( h ) The entrance road to Seapark housing estate for a distance of 25 metres from its junction with the Coast Road.

( i ) Yellow Walls Road for a distance of 7 metres from its junction with the Dublin-Malahide road.",

(xi) by the substitution of the following matter for the matter at reference 9—

"9. The following roads at Swords:—

( a ) The Dublin Road between a point 35 metres south-west of its junction with Forest Road and a point 500 metres south-west of the said junction.

( b ) The Drogheda Road between a point 60 metres north of its junction with the new road connecting the Drogheda Road with the Balheary Road and a point 285 metres south of Ennis Lane.",

(xii) by the addition of the following references—

"10. The following roads at Loughshinny:—

( a ) The Rush-Skerries road between a point 430 metres north of its junction with Featherbed Lane and a point 200 metres south of the said junction.

( b ) Featherbed Lane for a distance of 260 metres from its junction with the Rush-Skerries road.

11. The following roads at Oldtown:—

( a ) The Naul-Fieldstown road between a point 260 metres west of its junction with the Keogh's Cross Road and a point 230 metres south of the said junction.

( b ) The Keogh's Cross Road for a distance of 350 metres from its junction with the Naul-Fieldstown road.".

7. The Fourth Schedule to the Principal Regulations is hereby amended by the substitution of the following matter for the matter at reference 4:—

"4. The following roads at Santry-Swords:—

( a ) The Dublin-Swords road between a point 110 metres north-east of its junction with Collinstown Lane and a point 500 metres south of its junction with Forest Road.

( b ) The Airport (northernmost) Road (exit only) for a distance of 10 metres from its junction with the Dublin-Drogheda road.

( c ) The Airport (southernmost) Road (entrance/exit) for a distance of 130 metres from its junction with the Dublin-Drogheda road.

( d ) The Cloghran-Forest Little House road for a distance of 95 metres from its junction with the Dublin-Drogheda road.

( e ) The Cloghran-Malahide road for a distance of 50 metres from its junction with the Dublin-Drogheda road.

( f ) Kettles Lane for a distance of 50 metres from its junction with the Dublin-Drogheda road.

( g ) Nevinstown Lane for a distance of 15 metres from its junction with the Dublin-Drogheda road.".

EXPLANATORY NOTE.

These Regulations amend the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) Regulations, 1977 to 1981 to alter the speed limits applicable to certain roads in County Dublin and extend speed limit control to certain additional roads in the area.
