ROAD TRAFFIC (SPEED LIMITS) (COUNTY BOROUGH OF DUBLIN AND COUNTY OF DUBLIN) REGULATIONS, 1977.

The Minister for the Environment in exercise of the powers conferred on him by sections 5 and 45 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 46 of the said Act as amended by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) Regulations, 1977.

2 Commencement.

2. These Regulations shall come into operation on the 28th day of November, 1977.

3 Interpretation.

3. In these Regulations save where the context otherwise requires "the Act" means the Road Traffic Act, 1961 ;

"road" means a public road;

"perimeter road" means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or a town;

"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act.

"distance" means distance as measured along the centre line of a road.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. (1) Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

(2) Fifty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Fourth Schedule.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:—

( a ) ambulances,

( b ) fire brigade vehicles, and

( c ) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocation.

7. The Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) Regulations 1970 ( S.I. No. 100 of 1970 ) and the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) (Amendment) Regulations, 1973, ( S.I. No. 350 of 1973 ), and the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) (Amendment) Regulations, 1974 ( S.I. No. 342 of 1974 ) and the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) (Amendment) Regulations, 1976 ( S.I. No. 151 of 1976 ) are hereby revoked.

FIRST SCHEDULE

Road declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads in the town of Balbriggan:—

( a ) The Naul Road for a distance of 548 metres from the town boundary.

( b ) The Hill Road for a distance of 548 metres from the point where the town boundary intersects the northern side of the road.

( c ) The Skerries Coast Road between the town boundary and a point 92 metres south-east of its junction with the County Bridge.

( d ) The Dublin Road for a distance of 237 metres from the town boundary.

2. The following roads in the County Borough of Dublin:-

( a ) Clontarf Road, James Larkin Road, Greenfield Road (Sutton), the New Hill of Howth Road, Con Colbert Road, Davitt Road.

( b ) The Howth Road between a point 60 metres east of its junction with Brookwood Avenue and a point 46 metres south-west of its junction with Watermill Road.

( c ) The Howth Road between a point 42 metres east of its junction with St. Assam's Road East and a point 138 metres west of its junction with the West Pier, Howth.

( d ) Carrickbrack Road between its junction with Greenfield Road and its westernmost junction with the New Hill of Howth Road.

( e ) Carrickbrack Road for a distance of 92 metres from its easternmost junction with the New Hill of Howth Road.

( f ) The Grange Road, Baldoyle, for a distance of 302 metres from the point where the county borough boundary intersects the southern side of the road.

( g ) Malahide Road between the county borough boundary, viz. Coolock by-pass, and a point 46 metres north-east of its junction with the Roundabout at Artane.

( h ) Oscar Traynor Road between the county borough boundary and a point 74 metres north-west of its junction with Malahide Road.

( i ) The Swords Road between its junction with Griffith Avenue and a point 183 metres south-east of its junction with Larkhill Road.

( j ) Upper Drumcondra Road for a distance of 92 metres from its junction with Griffith Avenue.

( k ) Griffith Avenue between a point 46 metres east of its junction with St. Mobhi Road and a point 23 metres east of its junction with Torlogh Parade.

( l ) The North Road between the county borough boundary and a point 92 metres north-west of its junction with Plunkett Avenue.

( m ) Finglas Road between a point 70 metres south-east of its junction with King's Lane or Ballyboggin Road and a point 92 metres north-west of its junction with Tower View Cottages Road.

( n ) Kylemore Road between its junction with the Naas Road and a point 46 metres south of Kylemore Road railway bridge.

( o ) Walkinstown Avenue between its junction with the Naas Road and its junction with Long Mile Road.

( p ) The Naas Road between the county borough boundary and a point 137 metres south-west of its junction with Bluebell Avenue.

( q ) Long Mile Road between the county borough boundary and a point 46 metres west of its junction with Walkinstown Parade.

( r ) Merrion Road between the county borough boundary and a point 92 metres south-east of its junction with Sandymount Avenue.

( s ) Ailesbury Road between a point 100 metres west of its junction with Merrion Road and a point 150 metres west of its junction with Ailesbury Drive.

( t ) St. John's Road (Kilmainham) between a point 46 metres east of its junction with South Circular Road and a point 46 metres west of its junction with Military Road.

( u ) The Stillorgan Road between the county borough boundary and a point 180 meters south of its junction with Anglesea Road.

( v ) The Chapelizod Road between a point 100 metres west of its junction with Phoenix Park access at Islandbridge Gate and a point 100 metres east of its junction with Phoenix Park access at Chapelizod Gate.

( w ) Griffith Avenue Extension between a point 100 metres west of its junction with Ballymun Road and a point 100 metres east of its junction with Ballygall Road East.

( x ) Collins Avenue Extension between a point 100 metres west of its junction with Crestfield Drive and a point 100 metres east of its junction with Shanowen Road.

( y ) Finglas Road between a point 100 metres north-west of its junction with the Old Finglas Road and a point 100 metres south-east of its junction with Wellmount Road.

3. The following roads in the Borough of Dun Laoghaire:—

( a ) The Commons Road, Loughlinstown.

( b ) Rock Road between the borough boundary and a point 92 metres north-west of its junction with Mount Merrion Avenue.

( c ) Mount Merrion Avenue between a point 55 metres north-east of its junction with the main Dublin-Bray road and a point 46 metres south-west of its junction with Rock Road.

( d ) Church Road, Ballybrack, between its junction with Rochestown Avenue and a point 92 metres north-west of its junction with Killiney Avenue.

( e ) Upper Glenageary Road between a point 28 metres south-east of its junction with Kill Avenue and a point 28 metres north-west of its junction with Sallynoggin Road.

( f ) Upper Glenageary Road between a point 28 metres south-east of its junction with Sallynoggin Road and a point 28 metres west of its junction with Killiney Road.

( g ) The new Stillorgan Road between its junction with Fosters Avenue and apoint 92 metres north-east of its junction with Booterstown Avenue.

( h ) The road connecting the new Stillorgan road with The Rise for a distance of 42 metres from its junction with the new Stillorgan Road.

SECOND SCHEDULE

Roads declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads at Balrothery:—

All roads in the area enclosed by a line commencing at a point on the eastern edge of the Old Dublin-Drogheda road through Balrothery at its junction with the eastern edge of the main Dublin-Drogheda road, and drawn thence in straight lines successively to the following points:—

( a ) a point on the Ballough Road 35 metres north-west of its junction with the Skerries Road,

( b ) a point on the eastern edge of the Dublin-Drogheda road 200 metres south-west of its junction with Matt Road,

and thence in a northerly direction along the eastern edge of the Dublin-Drogheda road to the commencement point.

2. The following roads at Donabate-Portrane:—

All roads (other than the Donabate-Portrane road between a point 183 metres south-west of its junction with Rahillion Lane and a point 229 metres south-west of its junction with the Burrow Road) in the area enclosed by a line commencing at the north-westernmost point of the Burrow Road, Portrane, and drawn thence in straight lines successively to the following points:—

( a ) the north-westernmost point of Beaverstown Lane,

( b ) a point on Turvey Avenue 183 metres north-west of its junction with the road connecting the said Avenue with the Hearse Road,

( c ) a point on the Hearse Road 247 metres west of its junction with Kilcrea Road

and from the last-mentioned point in an easterly direction along the southern edge of Hearse Road to the junction of that road with Kilcrea Road, thence in a straight line southwards to a point on the coast in the townland of Kilcrea, thence initially in an easterly direction and then in southerly, northerly and westerly directions respectively along the High Water Mark to the Commencement point on the Burrow Road.

3. The following roads adjacent to the County Borough of Dublin and the Borough of Dun Laoghaire:—

( a ) All roads (other than those roads in the area which are described at Ref. 4 in the Third Schedule to these regulations) in the area which lies between the boundary of the county borough of Dublin and a line drawn as follows:—

Starting at a point where the boundary of the said county borough intersects the Coast Road, Baldoyle and thence in a straight line in a north-westerly direction to a point on the Hole in the Wall Road at its junction with the Balgriffin-Drimnagh road thence in a westerly direction along the southern edge of the Balgriffin-Drimnagh road to its junction with the eastern edge of the Malahide Road thence along the eastern edge of the Malahide Road to a point 45 metres south of its junction with Belcamp Lane, thence in a straight line to the western edge of the Malahide Road opposite the last mentioned point, thence in a northerly direction along the western edge of the Malahide Road to its junction with the southern edge of Belcamp Lane, thence along the said southern edge of Belcamp Lane to its junction with the eastern edge of Clonshaugh Road, thence along the said eastern edge of Clonshaugh Road to a point 455 metres south of its junction with Belcamp Lane, thence in a straight line west to a point on the eastern edge of the Swords Road 1006 metres north-east of its junction with Santry Avenue, thence in a straight line in a south-westerly direction to a point on the western edge of Ballymun Road 72 metres north of its junction with Santry Avenue, thence in a straight line to a point on the southern edge of St. Margaret's Road 70 metres west of its junction with Ballymun Road, thence in a westerly direction along the southern edge of St. Margaret's Road to its junction with the eastern edge of Jamestown Road, thence along the eastern edge of Jamestown Road to its junction with the county borough boundary.

( d ) All roads (other than the roads described at Ref. 4 in the Third Schedule to these Regulations, and at Ref. 2 in the Fourth Schedule to these Regulations) in the area which lies between the county borough boundary and a line drawn as follows:—

Starting at a point where the boundary of the said county borough intersects the western edge of Ratoath Road at Cardiff's Bridge and thence in a straight line in a south-westerly direction to a point on the western edge of Ashtown Road 47 metres south of its junction with River Road, thence in a straight line in a southerly direction to a point on the southern edge of the Navan Road 129 metres north-west of its junction with the Ashtown Road, thence in a north-westerly direction along the southern edge of the Navan Road to a point on the southern edge of the Navan Road 180 metres north-west of its junction with Abbotstown Road (or Beech Park Avenue) thence in a straight line to the northern edge of the Navan Road opposite the last mentioned point, thence in a north-westerly direction to a point on River Road 229 metres from its junction with the Dublin-Navan road, thence in a north-easterly direction to a point on the southern edge of the Ballycoolen Road at its junction with the 4. The following road at Leixlip: —

The Mullingar-Dublin road for a distance of 238 metres from the boundary between the counties of Kildare and Dublin.

5. The following roads at Loughshinny:—

( a ) The Pier.

( b ) The Harbour Road from a point 27 metres east of its junction with the Skerries Road.

6. The following roads at Lusk: —

All roads in the area enclosed by a line commencing at a point on Kilhedge Lane 45 metres south of its junction with Minister's Road and drawn thence in straight lines successively to the following points:—

( a ) a point on the Dublin Road 138 metres south of its junction with Barrack Lane,

( b ) a point on the Rush Road 5 metres north-west of its junction with the Loughshinny Road,

( c ) a point on the Skerries Road 110 metres north of its junction with Chapel Road,

( d ) the northernmost point of the Back Lane to St. Macullin's Catholic Church,

( e ) a point on the southern edge of Quickpenny Road 229 metres north-west of its junction with Hands Lane,

( f ) a point on the southern edge of Minister's Road 95 metres west of its junction with Hand's Lane,

( g ) a point on the north-western edge of Kilhedge Road 1,200 metres south-west of its junction with Minister's Road

and

thence in a north-easterly direction along the said north-western edge of Kilhedge Road to the commencement point on Kilhedge Road.

All roads (other than those roads described at Ref. 7 in the Third Schedule to these Regulations) in the area enclosed by a line drawn as follows:—

Starting at a point on the Baldoyle-Malahide Coast Road 27 metres north-east of Portmarnock Bridge and thence in a straight line in a north-westerly direction to a point on the eastern edge of the Malahide-Hazelbrook-Portmarnock Bridge East Road 600 metres south of its junction with Blackwood Road, thence in a straight line in an north-easterly direction to a point on the eastern edge of Blackwood Road 785 metres north-west of its junction with Blackberry Lane, thence initially in a northerly and then westerly direction along the eastern and northern edge of Blackwood Road to its junction with the eastern edge of the Hill Road, thence in a northerly direction along the eastern edge of the Hill Road, to a point 641 metres south of its junction with Seamount Road, thence in a north-westerly direction to a point on the Back Road, 503 metres south-west of its junction with the Hill Road, thence in a north-westerly direction to a point on the Dublin Road 46 metres south of La Mancha junction, thence in a south-westerly direction to a point on the northern edge of Carey's Lane 260 metres west of its junction with the Dublin Road, thence in a straight line to a point on the northern edge of the Swords-Malahide Road 230 metres north-west of its junction with Millview Road, thence in a straight line to a point on the northern edge of the Swords-Malahide Road 634 metres north-west of its junction with Millview Road, thence in a north-easterly direction to a point on the south-western edge of Yellow Walls Road at its junction with Seatown Road, thence along the south-western edge of Yellow Walls Road to a point 46 metres north-west of its junction with Millview Road, thence in a straight line due north to a point on the coast, thence along the coast in a mainly easterly and southerly directions to the commencement point near Portmarnock Bridge.

8. The following roads at the Naul:—

( a ) The Ballyboghil-Drogheda road between a point 311 metres south of its junction with the Balbriggan Road and a point 28 metres north of that junction.

( b ) The Balbriggan Road for a distance of 110 metres from its junction with the Ballyboghil-Drogheda road.

9. The following roads at Newcastle:—

( a ) The Hazelhatch Road for a distance of 138 metres from its junction with the Kill-Rathcoole road.

( b ) The Kill-Rathcoole road between a point 92 metres south-west of its junction with the Hazelhatch Road and a point 659 metres south-east of its junction with the Alymer Road.

( c ) The Milltown Road for a distance of 275 metres from its junction with Peamount Cross.

( d ) The Alymer Road for a distance of 732 metres from its junction with the Newcastle-Rathcoole Road.

10. The following roads at Rush:—

All roads in the area enclosed by a line commencing at a point on the western edge of the Skerries Road 183 metres north of its junction with Kilbush Lane, thence in a straight line due east to a point on the coast, thence along the coast in a mainly southerly and westerly direction to the southernmost point of Rogerstown Pier, thence in a straight line to a point on the northern edge of Channel Road at Rogerstown estuary at its junction with Estuary Road, thence along the northern edge of Channel Road to its junction with Healy's Lane, thence in a straight line to a point on the Dublin Road 60 metres north-east of its junction with Healy's Lane, thence in a straight line to a point on the southern edge of Featherbed Lane 840 metres from its junction with the Skerries-Rush road, thence along the southern edge of Featherbed Lane and continuing along the western edge of the Skerries Road to the commencement point.

11. The following roads at Skerries:—

All roads (other than the road described at Ref. 8 in the Third Schedule to these Regulations) in the area enclosed by a line commencing at a point on the Rush Road 1,088 metres north of its junction with Mines Road and drawn thence successively to the following points:—

( a ) a point on the Golf Links Road 202 metres south of its junction with Miller's Lane,

( b ) a point on the Dublin Road 5 metres south of its junction with Milverton Hall Road,

( c ) a point on the Dublin-Belfast railway line 1,610 metres north-west of its junction with the Dublin Road,

( d ) a point on the Balbriggan Road 778 metres north-west of its junction with the Hoar Rock or North Shore Road

and from the last-mentioned point in a general easterly and southerly direction along the High Water Mark to a point on the coast due east of the commencement point on the Rush Road.

12. The following roads at Stepaside:—

( a ) The Dublin-Enniskerry road between a point 275 metres north-west of its junction with the Kilgobbin Road and a point 366 metres south-east of the said junction.

( b ) The Kilgobbin Road for a distance of 275 metres from its junction with the Dublin-Enniskerry road.

( c ) Stepaside Lane (Barrack Road) for a distance of 46 metres from its junction with the Dublin-Enniskerry road.

13. The following roads at Swords:—

All roads (other than the road described at Ref. 9(a) in the Third Schedule to these Regulations,) in the area enclosed by a line commencing at a point on the south-eastern edge of Forest Road 545 metres south-west of its junction with the Dublin-Drogheda road and drawn thence in straight lines successively to the following points:—

3. The following road at Loughlinstown:—

The Dublin-Bray road between a point 1,006 metres south-east of its junction with Johnstown Road, Cabinteely, and a point 311 metres south of its junction with the Commons Road, Loughlinstown.

4. The following road at Santry-Swords:—

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) Regulations, 1970 ( S.I. No. 100 of 1970 ) Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) (Amendment) Regulations, 1973 ( S.I. No. 350 of 1973 ) Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) (Amendment) Regulations, 1974 ( S.I. No. 342 of 1974 ) and the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) (Amendment) Regulations, 1976 ( S.I. No. 151 of 1976 ) and alter the speed limits applicable to certain roads in this area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule and a speed limit of 50 m.p.h. in respect of the public roads mentioned in the Fourth Schedule.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted fm all speed limits by the Regulations.
