DEPARTMENT OF POSTS AND TELEGRAPHS. FOREIGN POST AMENDMENT (NO. 5) WARRANT, 1957.

I, GERARD SWEETMAN, Minister for Finance, on the representation of the Minister for Posts and Telegraphs as testified by his official seal affixed hereto, and in exercise of the powers conferred on me by sections 2, 12, and 82 of the Post Office Act, 1908, hereby order as follows :

1.—(1) This Warrant may be cited as the Foreign Post Amendment (No. 5) Warrant, 1957.

(2) This Warrant shall come into operation on the 1st day of April, 1957.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Warrant.

3. This Warrant shall be construed as one the with Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 ).

4.—(1) Subject to paragraph (2) of this Regulation, this Warrant applies to every packet :—

(a) which consists of or contains one or more than one article :—

(i) being a book, periodical, pamphlet, sheet of music (other than a perforated sheet intended to be used with an automatic musical instrument) or map, and

(ii) which has been printed and published in the State, and

(b) the cover of which is clearly marked " Printed Papers. Reduced Rate." on the left-hand side of the space above the address.

(2) This Warrant does not apply to a packet consisting of or containing :—

(a) printed matter of a commercial character (such as a catalogue, prospectus or price list),

(b) a periodical with an advertisement slip annexed thereto,

(c) a book, pamphlet, sheet of music or map which contains publicity matter or an advertisement otherwise than on the cover or fly leaves, or

(d) a newspaper registered under the Post Office Acts, 1908 and 1951, or a supplement thereto, or

(e) a magazine for Canada.

(3) In this Regulation " printed " includes engraved, lithographed and mimeographed.

5. There shall be charged and paid on outgoing packets to which this Warrant applies the following rates of postage :

For a packet not exceeding 4 ounces in weight

2d.

For a packet exceeding 4 ounces in weight—

for the first 4 ounces

2d.

for each additional 2 ounces or fractional part thereof

1d.

6. The provisions of the Foreign Post Warrant, 1949, which apply to printed packets (other than Regulation 7) shall apply to packets to which this Warrant applies.

7. The Foreign Post Amendment (No. 4) Warrant, 1956 ( S.I. No. 148 of 1956 ), is hereby amended by the substitution in paragraph (1) of Article 5 of " 8d. " for " 9d."

EXPLANATORY NOTE

This Warrant, which comes into operation on the 1st April, 1957, provides for a reduced rate of postage in the foreign post service for certain classes of books, periodicals, pamphlets, sheets of music and maps, printed and published in the State.

The reduced rate, which is equivalent to the inland printed paper postage, is as follows :

First 4 oz.

2d.

Each additional 2 oz.

1d.

The Warrant also provides for a consequential reduction from 9d. to 8d. per pound in the postage applicable to printed matter posted in bulk in the foreign post service.
