POULTRY HATCHERIES REGULATIONS, 1957.

I, SEÁN MOYLAN, Minister for Agriculture, in exercise of the powers conferred on me by section 22 of the Poultry Hatcheries Act, 1947 (No. 49 of 1947), hereby make the following regulations :

1.—(1) These Regulations may be cited as the Poultry Hatcheries Regulations, 1957.

(2) The Principal Regulations and these Regulations may be cited together as the Poultry Hatcheries Regulations, 1953 and 1957.

2. These Regulations shall come into operation on the 11th day of November, 1957.

3. In these Regulations the expression " the Principal Regulations " means the Poultry Hatcheries Regulations, 1953 ( S.I. No. 33 of 1953 ).

4. In Article 5 of the Principal Regulations " these " shall be substituted for " the Principal."

5. The Article set out in Part I of the Schedule to these Regulations shall be substituted for Article 6 of the Principal Regulations.

6. In paragraph (2) of Article 7 of the Principal Regulations " unmated " shall be inserted before " pullets."

7. The Article set out in Part II of the Schedule to these Regulations shall be substituted for Article 8 of the Principal Regulations.

8. The Article set out in Part III of the Schedule to these Regulations shall be inserted after Article 8 of the Principal Regulations.

9. In Article 19 of the Principal Regulations " and excepting chickens sent from a domestic fowl egg supply farm to a licensed poultry hatchery for sexing " shall be inserted before " shall."

10. The Article set out in Part IV of the Schedule to these Regulations shall be inserted after Article 19 of the Principal Regulations.

11. The Articles set out in Part V of the Schedule to these Regulations shall be substituted for Article 32 of the Principal Regulations.

12. In Article 34 of the Principal Regulations " domestic fowl and turkeys " shall be substituted for " poultry."

13. The Article set out in Part VI of the Schedule to these Regulations shall be inserted after Article 35 of the Principal Regulations.

14. Article 47 of the Principal Regulations is hereby revoked.

15. In Form S.F. 6 set out in Schedule No. 3 to the Principal Regulations " BY MATED BIRDS " shall be inserted before " AT SUPPLY FARM."

16. In Form S.F. 6 (a) set out in Schedule No. 3 to the Principal Regulations " UNMATED " shall be inserted before " PULLETS."

17. The forms set out in Part VII of the Schedule to these Regulations shall be substituted for Form P.H.5 set out in Schedule No. 4 to the Principal Regulations.

SCHEDULE.

PART I.

6. The records to be kept at every licensed poultry hatchery shall be in the Form P.H. 2 set out in Schedule No. 2 hereto and the entries which shall be made in the said records shall be those indicated in that form and shall be made within twenty-four hours after the hatching of any eggs set for incubation at the hatchery.

PART II.

8. A docket in the Form P.H. 5 set out in Schedule No. 4 hereto shall be made out in triplicate at every licensed poultry hatchery in respect of any birds despatched from such hatchery and the three parts of such docket shall be dealt with in the following manner, that is to say :

(a) the original of such docket shall be delivered or posted to the person to whom the birds have been despatched within twenty-four hours of the despatch of the birds from the hatchery,

(b) the first copy thereof shall be lodged with the Minister at his office in Dublin within seven days of the despatch of the birds from the hatchery, and

(c) The second copy thereof shall be retained at the hatchery and shall be available for inspection by an inspector.

PART III.

8A. A return in the Form P.H. 10 set out in Schedule No. 4 hereto shall be made out weekly in duplicate at every licensed poultry hatchery in respect of production and disposal of chickens at such hatchery and the two parts of such return shall be dealt with in the following manner, that is to say :

(a) the original of such return shall be lodged with the Minister at his office in Dublin within seven days after the expiration of the week to which such return relates, and

(b) the first copy thereof shall be retained at the hatchery and shall be available for inspection by an inspector.

PART IV.

19A. Chickens hatched at a licensed poultry hatchery shall not be sold from that licensed poultry hatchery to a domestic fowl egg supply farm.

PART V.

32. All birds at a supply farm shall be of high quality, well developed and free from obvious deformity.

Except in the case of special table chickens and turkey strains, only pure-bred birds may be bred from at a supply farm.

Where cross bred birds are kept for other purposes, they shall be disposed of before the age of six months.

32A. Male birds of the White Rock breed shall not be mated at a supply farm with female birds of that breed.

32B. Male birds of the Dominant White Cornish breed shall not be mated at a supply farm with female birds of that breed.

PART VI.

35A. Chickens hatched at a licensed poultry hatchery shall not be brought on to a domestic fowl egg supply farm.

Important.—In the event of any outbreak of disease or any unexplained illness or significant mortality among the birds within two weeks from the date of their despatch from the Hatchery, a specimen or specimens should be sent immediately to the Veterinary College, Ballsbridge, Dublin (or to any other Veterinary Laboratory approved for the purpose by the Minister for Agriculture), for examination, and this docket should be enclosed.

The official stamp numbers on the eggs from which these birds were hatched were as follows :—

Explanatory Note.

These Regulations dispense with the keeping at licensed poultry hatcheries of the record of distribution of chickens or poults or ducklings and with the issue of dockets acknowledging receipt of hatching eggs from supply farms ; prescribe a revised form of docket to be used by hatcheries in respect of sales of young poultry and a form of weekly return to be made to the Department of production and disposal of chickens ; amend the records to be kept of eggs laid at supply farms ; prohibit the acquisition of chickens by a supply farm from a licensed hatchery and the sale of chickens by a hatchery to a supply farm ; enable supply farm replacement stock to be sexed at a licensed hatchery ; provide that types of poultry other than pure bred may be used for breeding at a supply farm ; remove the prohibition of the making of more than one first-cross mating and of the mating of two white breeds of poultry at a supply farm ; and prohibit the pure mating of White Rock or Dominant White Cornish birds at a supply farm.
