DEPARTMENT OF POSTS AND TELEGRAPHS. THE INLAND POST AMENDMENT (NO. 4) WARRANT, 1953.

DATED : 5th May, 1953.

The Minister for Finance, on the representation of the Minister for Posts and Telegraphs as testified by his signature hereto, and in exercise of the powers conferred on him by the Post Office Acts, 1908 to 1951, and of every and any other power him in this behalf enabling, hereby orders as follows :—

1. (1) This Warrant may be cited as the Inland Post Amendment (No. 4) Warrant, 1953.

(2) This Warrant shall come into operation on the 18th day of May, 1953.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Warrant.

3. This Warrant shall be construed as one with the Inland Post Warrant, 1939 ( S. R. & O. No. 202 of 1939 ), hereinafter referred to as the Principal Warrant.

4. Paragraph (1) of Regulation 5 of the Principal Warrant shall be read and take effect as though the words " postal packets shall not (except with the special permission of the Minister) exceed the appropriate maximum dimensions and weights or be less than the appropriate minimum dimensions " were substituted therein in lieu of the words " the limits of size and weight of such postal packets shall not (except with the special permission of the Minister) exceed those respectively".

5. Paragraph (2) of Regulation 23 of the Principal Warrant shall be read and take effect as though the words " two shillings " were substituted therein in lieu of the word " sixpence ".

6. Paragraph (1) of Regulation 44 of the Principal Warrant shall be read and take effect as though the words " minimum registration fee " were substituted therein in lieu of the words " ordinary registration fee of threepence ".

7.—(1) The provisions of the Foreign Parcels (Customs) Warrant, 1885, and of any other Warrant made under section 14 of the Post Office (Parcels) Act, 1882, shall apply to green label letter packets, green label sample packets, and green label printed packets to which this Warrant relates in like manner as they apply to parcels.

(2) For the purpose of this Regulation the expressions " green label letter packet ", " green label sample packet " and " green label printed packet " mean respectively a letter packet, sample packet and printed packet on which there has been affixed on the outside a green Customs label of such kind and stating the contents of the packet in such manner and form and with such other particulars as the Minister may direct, or on which there has been affixed a green Customs label bearing the words " Douane (peut être ouvert d'office) " and to which there is attached or in which there is enclosed a declaration of such kind, and stating the contents of the packet in such manner and form, and with such other particulars as the Minister may direct.

8. The entries in the First Schedule, as amended, and in Part I and Part II of the Fourth Schedule, as amended, and in the Fifth Schedule to the Principal Warrant, are hereby revoked and the entries in Schedule A, and in Part I and Part II of Schedule B, and in Schedule C to this Warrant are respectively substituted therefor.

9. The Inland Post Amendment (No. 2) Warrant, 1948, and the Inland Post Amendment (No. 3) Warrant, 1951, are hereby revoked.

A letter upon which no part, or a part only, of the postage payable thereon is prepaid shall be forwarded charged with double the amount of the deficient postage.

In roll form, length and twice diameter, 3 ft. 3 ins., greatest dimension, 2 ft. 8 ins.

Minimum dimensions : Length, 4 ins., width 2¾ ins.

2. Postcard

Each single, 2d. Each reply, 4d.

Maximum dimensions : Length, 57/8 ins., width, 41/8 ins.

A postcard upon which no part, or a part only, of the postage payable thereon is prepaid shall be forwarded charged with double the amount of the deficient postage.

Minimum dimensions : Length, 4 ins., width, 2¾ins.

3. Printed Packet

4 oz. (or less), 1½d. For every additional 2 oz. or part thereof, ½d.

As for letters.

2 lb.

A printed packet upon which no part, or a part only, of the postage payable thereon is prepaid shall be forwarded charged with double the amount of the deficient postage.

4. Newspaper (Registered at the General Post Office)

Not exceeding 6 oz. (per copy), 1½d.

As for letters

2 lb.

(1) The rates of postage specified in Col. 2 shall be charged and paid on every newspaper, whether posted singly or in a packet of two or more.

For every additional 6 oz. or fractional part thereof (per copy), ½d.

(2) Any newspaper not registered will, if posted or tendered for transmission by post, be charged with postage as a printed packet, letter or parcel of the same weight, whichever treatment involves the lowest charge (See Regulation 16).

(3) Any newspaper upon which no part, or a part only, of the postage payable thereon is prepaid shall be forwarded charged with double the amount of the deficient postage.

5. Sample Packet

4 oz. (or less), 1½d. For every additional 2 oz. or part thereof, ½d.

As for letters

8 oz.

A sample packet upon which no part, or a part only, of the postage is prepaid shall be forwarded charged with double the amount of the deficient postage.

Weight not exceeding 2 lb., 10d. Exceeding 2 lb. and not exceeding 5 lb., 1s. 3d. Exceeding 5 lb. and not exceeding 8 lb., 1s. 7d. Exceeding 8 lb. and not exceeding 11 lb., 1s. 10d.

Greatest length, 3 ft. 6 ins. Greatest length and girth combined, 6 ft. (The girth to be measured round the thickest part).

1. Postal Packet handed for registration to an officer of the Post Office authorised to receive the same, though not on duty at a Post Office, or handed in at a Post Office for registration
