STANDARD SPECIFICATION (SCHOOL PAPER STATIONERY) ORDER, 1953.

I, SEAN F. LEMASS, Minister for Industry and Commerce, in exercise of the power conferred on me by subsection (3) of section 20 of the Industrial Research and Standards Act, 1946 (No. 25 of 1946), hereby order as follows :—

1. This Order may be cited as the Standard Specification (School Paper Stationery) Order, 1953.

2.—(1) The specification set forth in Part II of the Schedule to this Order is hereby declared to be the standard specification for the commodity described in Part I of the said Schedule.

(2) The said standard specification may be cited as Irish Standard 13 : 1953.

SCHEDULE.

PART I.

SCHOOL PAPER STATIONERY.

PART II.

SPECIFICATION.

SCOPE.

1. This specification covers a number of manuscript books and certain paper stationery suitable for use by students of primary, secondary and vocational schools.

QUALITY OF PAPER.

2. Except where otherwise specified, the paper to be used in the school paper stationery covered by this specification shall be cream laid or wove, hard-sized to writing ink, free from mechanical wood pulp, and of substance weighing not less than 19 lb. for a flat ream (500 sheets) of a large post size (16½ in. by 21 in.).

The finish of the paper shall be of such a character that a fine-pointed pen may be used on it without sticking in the surface.

RULING.

3. Except where otherwise specified, all writing paper shall be feint ruled, the ruling being evenly spaced and at right angles to the vertical edge of the paper.

Where disc ruling is employed the following acceptable equivalents shall apply to the rulings specified in Clauses 7, 8, 9, 11, 12, 14, 15 and 16.

Vertical ruled margins where used shall be not less than 1 in. and not more than 1¼ in. from the left edge of the page.

Except where otherwise specified, the head margin shall be 11/16 in. and the tail margin shall be 7/16 in. with a tolerance of plus or minus 1/8 in. in each case.

TOLERANCE IN DIMENSIONS OF BOOKS.

4. A tolerance of plus or minus 1/8 in. shall be allowed in the dimensions prescribed in the second column of Tables 1 to 15.

MARKING.

5. The outside of the front cover of each book or pad, purporting to conform to this specification, shall be marked clearly and indelibly with the appropriate index number and the number of leaves it contains.

Envelopes or drawing sheets, purporting to conform to this specification, shall be wrapped in a paper wrapper and the wrapper similarly marked.

The marking in all cases shall be in letters not less than 1/8 in. in height.

Exercise books with vertical ruled margins shall have the letter " m " added to the index number, e.g., A-1 m.

BINDING.

6. Where books purporting to conform to this specification are covered with boards, the boards shall be of quality not inferior to 16 oz. strawboard. The books shall be thread sewn, mulled, quarter bound, cut flush.

Where books are covered with paper, the covers shall be :

(a) manilla of a substance not less than 80 lb. double crown or its equivalent for books of 48 leaves, and

(b) machine-glazed pressing of a substance not less than 60 lb. or its equivalent for books of 24 leaves and 12 leaves.

Books covered with paper shall be saddle-stitched with two wires.

Except where otherwise specified books shall be bound along the vertical side.

EXERCISE BOOKS.

7. The dimensions, minimum number of leaves, ruling, and binding of exercise books shall be as set out in Table 1 against their appropriate index numbers.

Exercise books may be supplied with or without vertical ruled margins.

COPY BOOKS.

8. The dimensions, minimum number of leaves, and rulings of copy books shall be as set out in Table 2 against their appropriate index numbers.

The head and tail margins of each copy book shall be approximately equal.

NATURE STUDY EXERCISE BOOKS.

11. Nature study exercise books shall consist of alternate leaves of ruled paper and unruled cartridge paper, the first page being of ruled paper and the two centre pages of cartridge paper. The cartridge paper shall be of substance weighing not less than 60 lb. for a flat ream (500 sheets) of imperial size (22 in. by 30 in.).

The dimensions, minimum number of leaves, ruling, and binding of nature study exercise books shall be as set out in Table 5 against their appropriate index numbers.

BOOK-KEEPING EXERCISE BOOKS.

15. The dimensions, minimum number of leaves, ruling, and binding of book-keeping exercise books shall be as set out in Table 9 against their appropriate index numbers.

The head margin " h " as shown in Figs. D, E, and F shall be 7/8 in. with a tolerance of plus or minus 1/8 in. The tail margin shall be ½ in. for books 13 in. by 8 in. and ¼ in. for books 101/8 in. by 8 in. with the same tolerance in each case.

Vertical rulings shall conform to the dimensions given in Figs. D, E and F for journals, cash books and ledgers, respectively.

16. The dimensions, minimum number of leaves, ruling, and binding of ruled pads shall be as set out in Table 10 against their appropriate index numbers.

Where pads are punched for filing, the holes shall be placed symmetrically on the longer side and shall be 3 in. apart, centre to centre.

22. The dimensions and other requirements of envelope containers for loose drawing sheets shall be as set out in Table 16 against the appropriate index number.
