LIVE STOCK (ARTIFICIAL INSEMINATION) REGULATIONS, 1948.

I, PATRICK SMITH, Minister for Agriculture, in exercise of the powers conferred on me by section 3 of the Live Stock (Artificial Insemination) Act, 1947 (No. 32 of 1947), hereby make the following regulations :—

1. These regulations may be cited as the Live Stock (Artificial Insemination) Regulations, 1948.

2. In these regulations—

" artificial insemination centre " means premises providing a service for the artificial insemination of cows,

" cow " includes heifer,

" licence " means a licence issued by the Minister under section 7 of the Live Stock (Artificial Insemination) Act, 1947 (No. 32 of 1947),

" the Minister " means the Minister for Agriculture.

3. These regulations apply to the artificial insemination of cows.

4. No person shall distribute or sell bull semen except under and in accordance with a licence.

5.—(1) Subject to paragraph (2) of this Article, no artificial insemination centre shall be established nor shall artificial insemination be practised by any person except under and in accordance with a licence.

(2) A licence shall not be required for the artificial insemination of a cow owned by an individual who also owns the bull from which the semen is collected.

6. A licence authorising the distribution of bull semen from an artificial insemination centre shall be subject to the following conditions and to such other conditions, if any, as may be specified in the licence :—

(a) all operations conducted at or from the centre shall be under the effective supervision and control of a veterinary surgeon approved by the Minister for the purpose ;

(b) no person shall be employed in the collection or storage of semen or the performance of the operation of artificial insemination unless approved by the Minister for the purpose ;

(c) the premises on which semen is to be collected and stored, and the equipment to be used for and the methods to be employed in the collection and storage of semen shall be approved by the Minister ;

(d) semen shall not be collected except from a bull for the time being approved by the Minister for the purpose ;

(e) the licensee shall keep a record showing, in respect of each bull approved by the Minister, the date and place of each artificial insemination of a cow and the name and address of the owner of the cow and such records shall be open to inspection at all reasonable times by an officer of the Minister.

7. No person shall, unless approved by the Minister for the purpose, perform the operation of artificial insemination with imported semen.

8. These regulations shall come into operation on the 15th day of March, 1948.
