S.I. No. 76/1926 - The Statistics (Census of Population) Order, 1926.

THE STATISTICS (CENSUS OF POPULATION) ORDER, 1926, MADE BY THE MINISTER FOR INDUSTRY AND COMMERCE UNDER SUB-SECTION (1) OF SECTION 16 of THE STATISTICS ACT, 1926 .

WHEREAS it is provided by sub-section (1) of Section 16 of the Statistics Act, 1926 , that the Minister for Industry and Commerce may by Order do all or any of the following things, that is to say :—

(a) Prescribe the subject matter, nature, character and periodicity of the statistics to be collected under this Act, and the time at or the occasion on which the same are to be collected.

(b) Prescribe, subject to the provisions of this Section, the persons or classes of persons by whom returns are to be made or information is to be given for the purpose of any statistics collected under this Act.

(c) Make regulations for the collection, compilation, abstraction, or publication of statistics generally, or any particular class or classes of statistics under this Act.

(d) Prescribe the schedules, forms, instructions and other documents to be used in the collection, compilation, abstraction, or publication of statistics generally, or of any particular class or classes of statistics under this Act.

(e) Prescribe any matter or thing which is referred to in this Act as prescribed or to be prescribed by regulations made under this Act.

NOW I, Patrick McGilligan, the Minister for Industry and Commerce, in pursuance of the powers conferred on me by sub-section (1) of Section 16 of the Statistics Act, 1926 , and all other powers enabling me in that behalf, do hereby order :

1. Statistics shall be collected of the following subject matter, nature and character, that is to say :—

(a) Population.

(b) Names, sex and age.

(c) Occupation, profession, trade or employment.

(d) Nationality, birthplace, race, language.

(e) Religious beliefs.

(f) Conditions as to marriage, relation to head of family, issue born in marriage.

(g) Houses and buildings inhabited or uninhabited, or in course of erection.

as of Sunday, the 18th day of April, 1926.

2. The following are the persons, or classes of persons, by whom returns are to be made, or information is to be given, for the purpose of the said Statistics, that is to say :—

(a) The head or other person acting as head of a private household, or

(b) The person in charge of an institution, such as a boarding-house, common or other lodging-house, club, hotel, boarding school, boarding college, convent, monastery, barrack, county home, hospital, lunatic asylum, prison, etc., or

(c) The Master or other person in charge of a steamer, sailing vessel, yacht, fishing boat, etc., in any bay, creek, harbour, port, lake, river, canal, etc., and, generally in waters within the jurisdiction of Saorstát Éireann; or

(d) Individuals.

3. (a) Returns shall be made, information shall be given, and the statistics shall be collected in the manner provided by the forms, schedules and other documents set out in the Schedule hereto.

(b) The collection of the statistics shall be carried out through members of the Garda Siochana, under arrangements to be made with the Minister for Justice.

4. The forms, schedules, and other documents set out in the Schedule hereto shall be used for the collection of the said statistics.

5. This Order may be cited for all purposes as the Statistics (Census of Population) Order, 1926.

Strictly Confidential. This return may be made in Irish or English. The Form in Irish is on the other side.

(a) Name and Surname: Of every person who is alive at midnight on the night of Sunday, 18th April, 1926, and who, whether as member of the family or as visitor, boarder or servant in the household or establishment,

(1) Passes that night in the dwelling of the household or establishment, or

(2) Arrives and is received into the household or establishment on the morning of Monday, 19th April, 1926, not having already been enumerated elsewhere.

No one else must be included.

(For order of entering names see Examples on accompanying Memorandum A.)

(b) Relationship to Head of Household : State whether " Head " or " Wife," " Mother," " Son," " Daughter," " Step-son," or other relative, " Visitor," " Boarder " or " Servant." Daughter or other relative on a visit to her father's house should be entered as " Visitor." (See Examples.)

(c) Age in years and months. (See Examples).

(d) Sex. If Male write " M." If Female write " F."

(e) Marriage or Orphanhood. For persons aged 15 years and over, write " Single," " Married," " Widower," or " Widow." For children aged under 15, state in respect of parents whether " Both parents alive," " Father is dead," " Mother is dead," or " Both parents dead." (See Examples.)

(f) Birthplace. (1) If born in Ireland, write the name of the County and of the Townland or Town. (2) If born outside Ireland, write the name of the Country, and of the County or State, Province, or District ; or if born at sea, write " At sea." (See Examples.)

(g) Irish Language. (1) Write " Irish only " opposite name of person who can speak only Irish. (2) Write " Irish and English " opposite person who is a Native Irish Speaker, but who can speak English. (3) Write " English and Irish " opposite person who can speak both languages, but who is not a Native Irish Speaker. (4) For persons who can read but cannot speak Irish, write " Read but cannot speak Irish." (5) Do not write anything opposite persons who can neither speak nor read Irish. (See Examples.)

(h) Religion. State here the particular Religion or Religious Denomination to which each person belongs. (Members of Protestant Denominations should state the name of particular Church, Denomination or body to which they belong.)

(k) Occupation and Employment. Personal Occupation : State here the precise branch of Profession, Trade, Manufacture, Service, etc. For persons working in connection with Agriculture, such descriptions as " Assisting on Father's Farm," " Farm Labourer," " Farmer," " Assisting on Neighbour's Farm," " Land Steward," etc., will be sufficient. Where the occupation is connected with Trade or Manufacture, the reply should be sufficient to show the particular kind of work done, the Material worked in, and the Article made or dealt in, if any. The reply should be sufficient to distinguish Dealers from Makers. If at present Out of Work, add " Out of Work for .... " stating period of Unemployment. (See instructions 1 to 9, and Examples in Memorandum A.)

(l) Employment. (1) If working for an employer, state name and business ofemployer (person, public body, etc.) If employed in connection with employer's farm, state also the area of farm in statute acres.*

(2) If at present Out of Work, give same particulars as above for last employer.

(3) If employing paid persons for purposes of the principal business, write " Employer."

(4) If working on own account and not employing paid persons for purposes of business, write " Own Account."

Note.—For Domestic Servants and others in private personal service, write " Private." (See instructions 1 to 9 and Examples.)

(m) Information Regarding Present Marriages Required from Married Women. State for each Married Woman :

The number of completed years and months the present marriage has lasted.

(n) The number of children born alive to the present marriage. If none, write " None."

(o) Information Regarding Present and Previous Marriages Required from Married Men, Widowers and Widows. State for each Married Man, Widower and Widow the number of living sons, daughters, step-sons and step-daughters under 16 years of age, whether residing as members of this household or elsewhere. If none, write " None."

Question (p) to be filled in by Head of Household after having filled in Cols. (a) to (o) above.

* 5 Statute Acres = 4 Cunningham acres = 3 Irish acres.

STATISTICS RELATING TO POPULATION OF IRISH FREE STATE, 1926.

MEMORANDUM A.

I.NOTICE.

The head or other person acting as head of a private household is required by the Statistics Act, 1926 , and Orders made thereunder, to make a return either in Irish or in English on the accompanying Form A, stating the particulars asked for in respect of all persons forming part of the household for Census purposes. See heading of Column (a) on the Form A.

N.B.—If a house be let or sub-let to separate families or to lodgers (not boarders), each head of the family or lodger must make a return for his portion of the house upon a separate Form A.

The person in charge of an institution such as a boarding-house, common or other lodging-house, club, hotel, boarding-school, boarding college, convent, monastery, barrack, county home, hospital, lunatic asylum, prison, etc., is required by the Statistics Act, 1926 , and Orders made thereunder, to make a return on the Form A in respect of all persons who are to be included as inmates of the establishment for Census purposes. See the heading of column (a) on the Form A.

The Master or other person in charge of a steamer, sailing vessel, yacht, fishing boat, etc., in any bay, creek, harbour, port, lake, river, canal, etc., and generally in waters within the jurisdiction of Saorstát Éireann, is required by the Statistics Act, 1926 , and Orders made thereunder to make a return on the Form A in respect of persons who slept on board the vessel on Census night, or who arrived on board on the morning of Monday, 19th April, not having been enumerated elsewhere.

The Form A will be called for on Monday, April 19th, or as soon afterwards as possible by the appointed enumerator; in order that he may not be delayed it must be ready with the answers written in the proper columns early on the morning of that day. If the answers are incomplete or inaccurate, the enumerator must ask any questions necessary to enable him to correct the form. The enumerator will assist such persons as may not be able to fill the form themselves.

If any person whose duty it is to make a return or to give information refuses to do so, or wilfully gives false information, or uses otherwise than for the purpose of making the return any information given to him for that purpose, he will be liable to the penalties laid down under the Statistics Act, 1926 .

III. INSTRUCTIONS FOR FILLING UP COLUMNS (k) AND (l)

Persons not principally occupied in working for payment or profit.

(1) If studying or preparing for any particular profession or occupation write in column (k) " Agricultural Student," " Medical Student," " Law Student," " Wireless Student," etc., as the case may be. But apprentices or persons training under similar terms should be entered as actually filling the occupations to which they are apprenticed. Youths who have left school, and who are seeking employment, but who have not yet found it, should be entered in column (k) as " not yet at work." For children under 12, columns (k) and (l) should be left blank.

(2) For a member of a private household (such as a householder's wife) who is mainly occupied in unpaid domestic duties at home, write " home duties."

(3) For a member of a household who is chiefly occupied in giving unpaid help in a business carried on by the head of the household or other relative, for instance, sons or daughters of farmers assisting on their father's farm, state the occupation in column (k) as though it were a paid occupation, adding after it " assisting father." " assisting brother," etc., as the case may be. The name of the head of the business should be stated in column (l) as if he were an ordinary employer, together with the nature of the business. The head of such a household should (if he does not employ any paid hands on his farm or in his business) write with regard to himself, " on own account " in column (l).

(4) For a clergyman, nun or other member of a religious body who is engaged in teaching or in other service or industry, state in column (k) clergyman, teacher ; nun, in charge of laundry ; Christian Brother, teacher; etc.

(5) If retired from an occupation or service and not following any other regular occupation, state former occupation or service in column (k), adding " retired." In column (l) should be filled up the business of former employer (if any).

(6) For other persons not included above who are mainly dependent on others' earnings or upon their own or others' private means, write " none " or " not occupied for a living " in column (k) and leave column (l) blank.

Persons principally occupied in working for payment or profit.

(7) For a person named in column (a) who follows more than one paid occupation, state only that by which the living is mainly earned. For instance, a person who is a " farmer," a " cattle dealer," and a " publican," should be described in column (k) by only one of these three occupations—the principal one.

(8) The precise character of the occupation should be stated, whether the worker is at work or not. Persons should not be described merely by such vague terms as " Assistant," " Collector," " Factory Hand," " Inspector," " Mill-hand," " Operative," " Machinist," " Manufacturer," " Contractor," " Merchant," etc.

(a) Dealers and Makers.—Such shopkeepers and retail dealers as "Tailors," " Bootmakers," " Jewellers," " Silversmiths," " Bakers," etc., and their assistants are in many cases engaged partly in making and partly in selling. If they are mainly engaged in selling, the word " " Shopkeeper " or " Shop Assistant," as the case may be, should be added in column (k) after the above description, but if mainly engaged in making or producing, the word " Maker" should be added.

The descriptions of traders and of makers should be sufficient to show the article or group of articles dealt in or made, as in the above or in the following description:—" Cattle Dealer," " Pig Dealer," " Coal Merchant," " Green Grocer," " Cycle Agent," " Hardware Shopkeeper," " Sweet Shopkeeper," " Flour Miller," " Creamery Manager," etc.

(b) Labourers usually employed on some one kind of work, should always be described fully, by the kind of work done, for instance, " Farm Labourer," " Bricklayer's Labourer," " Carpenter's Labourer," etc. Special care must be taken in filling in column (l).

(c) Civil Service, Municipal Service, Defence Force, etc. State the post or rank as " Post Office Sorter," " Relieving Officer," " Sergeant in Civic Guard," " Private in National Army," etc.

(d) Nurses.—State whether " Nurse (domestic)," " General Hospital Nurse," " Mental Nurse," " Maternity Nurse," etc.

(e) Foremen and Overlookers should state the department or branch of work in which they are employed.

(f) The following descriptions of occupations (in which the words in italics are in alphabetical order), are sufficient. The words in italics should not be used alone ; a more detailed description, such as the following, should be given :—

N.B.—Other workers should describe their job by the special name (if any) by which it is known in the industry or manufacture.

(9) Name and Business of Employer.

(a) This information is required in column (l) for the statistical purpose of classifying persons employed according to industry or service with which their work is connected and will not be published. A bricklayer employed in a brewery should state " Bricklayer " in column (k) and " Messrs. . . . . ., Brewers," in column (l) ; a carpenter engaged by a firm of Flourmillers should state " Carpenter " in column (k) and " Messrs. . . . . Flourmillers," in column (l).

(b) When the Person's employer is engaged in two or more businesses, whether in the one establishment or in distinct establishments, state in column (l) the precise branch of business in which the Person is employed—see Second example in Section II. above.

(c) Opposite the names of every Person in column (a) who is employed in connection with a farm (as farmer or otherwise) there must be entered in column (l) the area of that farm in statute acres after the word "Employer," " Own Account," or " Farmer," as the case may be.—See First and Second Examples in Section II. above.

(d) In the case of domestic servants or other persons in Private Personal Service, the word " Private " should be entered in column (l) and the name and business of the employer must not be stated. But for cooks, waitresses, chambermaids, etc., employed in Hotels, Restaurants, Boarding-houses, etc., the name and business of the employer should be stated.
