S.I. No. 188/2026 - Industrial Training (Firefighter EMS Practitioner (Paramedic)) Order 2026


Notice of the making of this Statutory Instrument was published in

“Iris Oifigiúil” of 1st May, 2026.

An tSeirbhís Oideachais Leanúnaigh agus Scileanna, after making such inquiries as it thinks proper and consultation with organisations and associations appearing to it to be representative of substantial numbers of employers in the activities referred to in this Order and of substantial numbers of persons employed in such activities, in exercise of the powers conferred on it by section 23 of the Industrial Training Act 1967 (No. 5 of 1967) and by section 38 of the Further Education and Training Act 2013 (No. 25 of 2013) hereby makes the following Order:

1. This Order may be cited as the Industrial Training (Firefighter EMS Practitioner (Paramedic)) Order 2026.

2. The following activities are hereby declared to be designated industrial activities for the purposes of the Industrial Training Act 1967 (No. 5 of 1967):

(a) Responding to a wide range of emergencies including fires, road traffic incidents, hazardous materials incidents, weather and water related incidents and medical incidents;

(b) Utilising a variety of specialised equipment to respond to emergencies;

(c) Assisting in the inspection of premises and assisting with advice on fire safety and prevention;

(d) Providing emergency care and life-saving assistance at the scene of incidents, where potential or actual risks are posed to life which may include:

(i) Assessing and managing a patient’s condition in accordance with operational and clinical standards;

(ii) Providing appropriate person-centred care at the scene of incidents and in transportation of patients;

(iii) Performing basic and advanced life support and other interventions, including administering medications;

(e) Driving emergency vehicles and safely transporting patients to hospitals or other medical facilities;

(f) Communicating with other healthcare professionals to relay information about a patient’s condition and communicating with other emergency services; and

(g) Keeping accurate records of patient assessments, treatments, and transport.

3. The provisions of this Order shall not apply to any activity of industry for which a separate industrial training order is, for the time being, in force.

EXPLANATORY NOTE

An tSeirbhís Oideachais Leanúnaigh agus Scileanna was established under the Further Education and Training Act 2013 to promote training in industry and commerce.

This Order defines the activities of a Firefighter and Paramedic Practitioner in relation to which An tSeirbhís Oideachais Leanúnaigh agus Scileanna shall exercise its functions in the creation of statutory apprenticeships.
