S.I. No. 178/2026 - Appointment of Special Advisers (Minister for Foreign Affairs and Trade and Minister for Defence) Order 2026


Notice of the making of this Statutory Instrument was published in

“Iris Oifigiúil” of 17th April, 2026.

The Government, on the request of the Minister for Foreign Affairs and Trade and Minister for Defence and in exercise of the powers conferred on them by section 11 (1) of the Public Service Management Act 1997 (No. 27 of 1997), hereby order as follows:

1. This Order may be cited as the Appointment of Special Advisers (Minister for Foreign Affairs and Trade and Minister for Defence) Order 2026.

2. Patrick Cluskey, particulars of whose address have been deposited at the offices of the Department of Foreign Affairs and Trade, is appointed to be a Special Adviser to the Minister for Foreign Affairs and Trade with effect from 18 November 2025 to 31 December 2025.

3. Patrick Cluskey, particulars of whose address have been deposited at the offices of the Department of Defence, is appointed to be a Special Adviser to the Minister for Defence with effect from 18 November 2025 to 31 December 2025.

4. Katie McNamee, particulars of whose address have been deposited at the offices of the Department of Foreign Affairs and Trade, is appointed to be a Special Adviser to the Minister for Foreign Affairs and Trade with effect from 18 November 2025.

5. Katie McNamee, particulars of whose address have been deposited at the offices of the Department of Defence, is appointed to be a Special Adviser to the Minister for Defence with effect from 18 November 2025.

6. Emma McHugh, particulars of whose address have been deposited at the offices of the Department of Foreign Affairs and Trade, is appointed to be a Special Adviser to the Minister for Foreign Affairs and Trade with effect from 1 January 2026.

7. Emma McHugh, particulars of whose address have been deposited at the offices of the Department of Defence, is appointed to be a Special Adviser to the Minister for Defence with effect from 1 January 2026.
