Limitation of Act. |
4.— (1) This Act shall not operate to— | |
(a) confer any right on any person, | ||
(b) create any cause of action, or | ||
(c) impose any liability on the State or on any person. | ||
(2) Section 2 shall not have the effect that a pardon under Article 13.6 of the Constitution would have. |
