Pending legal proceedings.

37.— Where, immediately before the establishment day, any legal proceedings are pending in any court or tribunal and the Minister acting on behalf of the driver testing service or any other function transferred to the Authority is a party to the proceedings, the name of the Authority shall be substituted therein for that of the Minister acting on behalf of the driver testing service or any other function transferred to the Authority and the proceedings shall not abate by reason of such substitution.
