OIREACHTAS (ALLOWANCES TO MEMBERS) AND MINISTERIAL AND PARLIAMENTARY OFFICES (AMENDMENT) ACT, 1992 (ALLOWANCES) (AMENDMENT) REGULATIONS, 1997

I, CHARLIE McCREEVY, Minister for Finance, in exercise of the powers conferred on me by section 3 (4) of the Oireachtas (Allowances to Members) and Ministerial and Parliamentary Offices (Amendment) Act, 1992 (No. 3 of 1992), hereby make the following Regulations:

1. (1) These Regulations may be cited as the Oireachtas (Allowances to Members) and Ministerial and Parliamentary Offices (Amendment) Act, 1992 (Allowances) (Amendment) Regulations, 1997.

(2) These Regulations shall be deemed to have come into operation on the 6th day of June, 1997.

2. The Oireachtas (Allowances to Members) and Ministerial and Parliamentary Offices (Amendment) Act, 1992 (Allowances) (No. 2) Regulations, 1992 ( S.I. No. 397 of 1992 ), are hereby amended by the substitution of the following Schedule for the Schedule to those Regulations:

EXPLANATORY MEMORANDUM

The Oireachtas (Allowances to Members) and Ministerial and Parliamentary Offices (Amendment) Act, 1992 provides for the payment of a constituency travel allowance to members of Dáil Éireann. The purpose of the allowance is to compensate Dáil deputies for travel which they are obliged to undertake within their constituencies by virtue of their position as elected public representatives. Regulations made in 1992 S.I. No. 397 of 1992 provide for three different rates of the allowance to reflect the different travel requirements of constituencies. The Schedule to the 1992 Regulations lists the individual constituencies to which each of the three different rates of allowance apply.

Since 1992, there have been amendments to several constituencies which merit some changes in the application of the three rates of the allowance.

These Regulations now replace the Schedule to the 1992 Regulations with a new Schedule which reflects the newly drawn constituencies. These Regulations are deemed to have come into operation on 6th June, 1997 the date of the general election in which members of Dáil Éireann were first elected from the newly drawn constituencies.
