EUROPEAN COMMUNITIES (RIGHT OF ESTABLISHMENT AND FREEDOM TO PROVIDE SERVICES IN HAIRDRESSING) REGULATIONS 1992.

I, DESMOND O'MALLEY, Minister for Industry and Commerce, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972), and for the purpose of giving effect to Council Directive No. 82/489/EEC of 19 July 1982 (*), hereby make the following Regulations:

1. These Regulations may be cited as the European Communities (Right of Establishment and Freedom to Provide Services in Hairdressing) Regulations 1992.

2. In these Regulations "the Council Directive " means Council Directive No. 82/489/EEC of 19th July 1982.

3. The Irish Hairdressers Federation and The Association of Chambers of Commerce shall each be a competent body for the pusposes of Article 3 of the Council Directive and each of them may issue the certificate referred to in that Article.

4. The bodies aforesaid shall each be a competent trade body for the purpose of paragraph 2 of Article 4 of the Council Directive and each of them may issue the certificate referred to in that paragraph and the declaration referred to in the second sentence of that paragraph may be made before an officer of the body duly authorised in that behalf by such body.
