FOREIGN POST AMENDMENT (No. 33) SCHEME, 1991.

AN POST, in exercise of the powers conferred on it by Section 70 of the Postal and Telecommunications Services Act, 1983 (No. 24 of 1983), and with the consent of the Minister for Tourism, Transport and Communications, hereby makes the following Scheme:

1. (i) This Scheme may be cited as the Foreign Post Amendment (No. 33) Scheme, 1991.

(ii) This Scheme shall be operative with effect from the 2nd day of April, 1991.

2. In this Scheme—

"the Principal Warrant" means the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 ).

"Scheme No. 31" means the Foreign Post Amendment (No. 31) Scheme, 1989 ( S.I. No. 364 of 1989 ).

3. Paragraph 6 of Regulation 3 of the Principal Warrant is hereby amended by the substitution of "Northern Ireland" for "the United Kingdom".

4. Paragraph 21 of Regulation 3 of the Principal Warrant is hereby revoked.

5. Regulation 4 of the Principal Warrant is hereby amended by the substitution of "destination" and "Northern Ireland" for "country" and "the United Kingdom" respectively.

6. Regulation 21 of the Principal Warrant (inserted by Regulation 3 of Scheme No. 31) is hereby amended by the substitution in paragraph 4 for "twenty pence" in both places where that amount appears and for "twenty three pence" of "fifty pence" and "fifty-three pence" respectively.

7. The entries in the First, Second and Third Schedules to this Scheme are hereby respectively substituted for the entries in the First, Second and Fourth Schedules, as amended, to the Principal Warrant.

8. Regulation 8 of Scheme No. 31 is hereby amended by the substitution of "17p per item plus 250p per kg" for "15p per item plus 200p per kg" in paragraph 1 (c) and for "17p per item plus 600p per kg" for "15p per item plus 500p per kg" in paragraph 1 (d ).

9. The First Schedule to the Foreign Post Amendment (No. 27) Scheme, 1985 ( S.I. No. 95 of 1985 ), is hereby amended by the substitution for the entries therein (inserted by Regulation 11 of Scheme No. 31) of the entries in the Fourth Schedule to this Scheme.

SECOND SCHEDULE

1. Late Fee Postal Packet

A fee (in addition to the postage) not exceeding 15p, as may be prescribed.

2. Customs Clearance Fee on incoming postal packet from non EC Countries liable to Customs Duty

A fee of 130p per packet.

3. Express postal packet — outgoing

A fee not exceeding 300p as may be prescribed.

Express postal packet — incoming

At the scale of fees in force for express delivery of Inland postal packets.

4. Ordinary registration

A fee of 105p per packet.

Late fee registration

A fee (in addition to the ordinary registration fee) not exceeding 17p as may be prescribed.

5. Advice of delivery

A fee of 100p per registered postal packet.

EXPLANATORY NOTE

This Scheme applies to the Foreign Post Service and comes into operation on 2nd April, 1991. It authorises increases in the postage rates for letters, postcards and certain other items, increases in the rates for Express Mail Services and increases in the fees for miscellaneous services.
