EUROPEAN COMMUNITIES (TRADE WITH IRAQ AND KUWAIT) REGULATIONS, 1991.

I, DESMOND O'MALLEY, Minister for Industry and Commerce, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972), and for the purpose of giving full effect to Council Regulation (EEC) No. 542/91⁽¹⁾ of 4 March 1991, hereby make the following Regulations:

1. (1) These Regulations may be cited as the European Communities (Trade with Iraq and Kuwait) Regulations, 1991.

(2) These Regulations shall be deemed to have come into operation on the 2nd day of March, 1991.

2. The European Communities (Trade with Iraq and Kuwait) Regulations, 1990 ( S.I. No. 215 of 1990 ), are hereby amended by the insertion in Regulation 2 after "as amended by Council Regulation (EEC) No. 3155/90 of 29 October, 1990" (inserted by Regulation 7 of the European Communities (Trade with Iraq and Kuwait) (No. 2) Regulations, 1990 ( S.I. No. 262 of 1990 )) of ", and Council Regulation (EEC) No. 542/91 of 4 March, 1991.".

3. The European Communities (Trade with Iraq and Kuwait) (No. 2) Regulations, 1990, are hereby amended—

( a ) in Regulation 2, by the insertion after "1990" of ", as amended by Council Regulation (EEC) No. 542/91 of 4 March 1991", and

( b ) in Regulation 4, by the deletion in paragraph (1) (a) of "or Kuwait".

EXPLANATORY NOTE.

The purpose of these Regulations is to give full effect to Council Regulation (EEC) No. 542/91 of 4 March, 1991 which lifted the prohibition on trade with Kuwait previously imposed by Council Regulation (EEC) No. 2340/90 of 8 August, 1990 as amended by Council Regulation (EEC) No. 3155/90 of 29 October, 1990.
