(a) engage, with the approval of the Minister and the representative of the United States, an Executive Director and other administrative and clerical staff;
(b) determine the terms and conditions of employment and the remuneration of the Executive Director and other staff;
(c) arrange for the payment of the salaries (which shall be subject to periodic review) of the aforementioned persons;
(d) discharge other necessary administrative expenses.
