HEALTH CONTRIBUTIONS (YEARLY RECKONABLE INCOME) (VARIATION) REGULATIONS, 1989.

The Minister for Health in exercise of the powers conferred on him by sub-section (3) of section 9 of the Health Contributions Act, 1979 (No. 4 of 1979) hereby makes the following Regulations as respects which, pursuant to sub-section (5) of the said section, a draft has been approved by a resolution of each House of the Oireachtas.

1. These Regulations may be cited as the Health Contributions (Yearly Reckonable Income) (Variation) Regulations, 1989.

2. The sum specified in sections 5 (2), 6 (2) and 8 of the Health Contributions Act, 1979 , is hereby varied with effect from the 6th day of April, 1989, to the sum of £16,000.

EXPLANATORY NOTE.

1. Health Contributions are levied on income up to a fixed income ceiling at a percentage rate as set in pursuance of the Health Contributions Act, 1979 . Section 9 (3) of the Health Contributions Act, 1979 , provides that the Minister for Health may by regulations vary the ceiling amount specified in sections 5 (2), 6 (2) and 8 of the Act. The present income ceiling is £15,500 and it is proposed that it should be varied to £16,000. The changed income ceiling would operate from the beginning of the next contribution year which commences on 6th April, 1989.

2. Section 9 (5) of the Health Contributions Act, 1979 , provides that where regulations are proposed to be made under section 9 (3) of the Act to vary the income ceiling, a draft of the regulations shall be laid before each House of the Oireachtas and the regulations shall not be made until a resolution approving of the draft has been passed by each House.
