ROAD TRAFFIC (SPEED LIMITS) (COUNTY BOROUGH OF CORK AND COUNTY OF CORK) REGULATIONS, 1986.

The Minister for the Environment in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) amended as regards the said section 46 by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County Borough of Cork and County of Cork) Regulations, 1986.

2 Commencement.

2. These Regulations shall come into operation on the 19th day of January, 1987.

3 Interpretation.

3. In these Regulations save where the context otherwise requires—

"the Act" means the Road Traffic Act, 1961 ;

"built-up area speed limit" and "special speed limit" have the meanings respectively assigned to them in Part IV of the Act;

"distance" means distance as measured along the centre line of a road;

"National Road" means a road declared to be a National Road in the Local Government (Roads and Motorways) Act, 1974 (Declaration of National Roads) Order, 1977 ( S.I. No. 164 of 1977 ) and any reference to the number of such road shall be a reference to the number of such road shown in column 1 of the First Schedule or column 1 of the Second Schedule to the aforementioned Order;

"perimeter road" means a road on and along the roadway of which there runs the boundary of a county borough, an urban district or a town;

"road" means a public road;

4 Built-up speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:—

(a) ambulances,

(b) fire brigade vehicles, and

(c) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocation.

7. The Road Traffic (Speed Limits) (County Borough of Cork and County of Cork) Regulations, 1981 ( S.I. No. 211 of 1981 ) and the Road Traffic (Speed Limits) (County Borough of Cork and County of Cork) (Amendment) Regulations, 1983 ( S.I. No. 161 of 1983 ) are hereby revoked.

FIRST SCHEDULE.

Roads declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads in the town of Bantry:—

(a) Hospital Road, The Inchiclough Road, Fairy Lane, The Slippery Slat Road, Beach Road, The Rooska Road.

(b) The Glengarriff Road (National Road N71) for a distance of 1,156 metres from the town boundary.

(c) The road joining the Glengarriff Road (National Road N71) at Newtown between the town boundary and the junction of the said road with the Glengarriff Road.

(d) The Dromclogh Road between the town boundary and a point 825 metres south-west of the said boundary.

(e) The Ardnageehy or Quarry Well Road between a point where the town boundary intersects the southern side of the road and a point 270 metres east of its junction with the Sheskin Road.

(f) The Dromleigh Road between its junction with the Sheskin Road and a point 453 metres south of its junction with Scart Road.

(g) The back road to the Hospital.

(h) The Ropewalk and its continuation as the Scart Road between its junction with the Cork Road (National Road N71) and a point 635 metres south-west of its junction with the Dromleigh Road.

(i) The Cork Road (National Road N71) between the town boundary and a point 503 metres west of its junction with the Square.

(j) The Caherdaniel Road between the town boundary and a point 192 metres east of its junction with the Dromclogh Road.

(k) The Sheskin Road between the town boundary and a point 551 metres south of its junction with Ardnageehy Road.

2. The following roads in the Urban District of Clonakilty:—

(a) The Fern Road, The Desert Road, The Flaxmill Road, The Rocky Road, The Lackenagobidane Road.

(b) The Skibbereen Road (National Road N71) between the urban district boundary and a point 41 metres west of its junction with the Ballineen Road.

(c) The Ballineen Road between the urban district boundary and a point 325 metres north of its junction with the Skibbereen Road.

(d) The Bog or Fairfield Road between the urban district boundary and a point 92 metres west of Fair Green.

(e) The road connecting Lady's Cross with Clogheen Cross, North.

(f) Gravel Pit Road between its junction with the Ballineen Road and a point 307 metres north-west of its junction with the Skibbereen Road.

(g) The Ballinaffrin Road between the urban district boundary and a point 565 metres north-west of its junction with Patrick Street.

(h) The Shannonvale or Scartagh Road for a distance of 512 metres from the point where the urban district boundary intersects the eastern side of the road.

(i) The road through the townland of Cappeen connecting the Shannonvale or Scartagh Road with the Bandon Road.

(j) The Old Timoleague (Tubbereen) road between a point where the urban district boundary intersects the north western side of the road and a point 93 metres north-east of the point where the urban district boundary intersects the southern side of the road.

(k) The Ring Road between the urban district boundary and a point 46 metres south-east of its junction with the Old Timoleague (Tubbereen) Road.

(l) The Youghal Road between the urban district boundary and a point 55 metres east of its northern junction with Dispensary Hill.

(m) The Ardfield or Snugborough road between the urban district boundary and a point 46 metres south-east of its junction with the Clogheen Road.

(n) The Lislevane Road through the townland of Curraghgrane More where the said road is a perimeter road.

(o) The Clogheen Road between the urban district boundary and a point 78 metres south of its junction with the Ardfield or Snugborough Road.

3. The following road in the Urban District of Cobh:—

The Cork Road (High Road) between the urban district boundary and a point 92 metres west of its junction with Spy Hill.

4. The following roads in the County Borough of Cork:—

(a) The Whitechurch Road, The Kilnap Road, Inchigaggin Lane, Fitz's Boreen.

(b) The Dublin Road (National Road N8) for a distance of 2,194 metres from the county borough boundary.

(c) The Ballyhooly Road between its northernmost intersection by the county borough boundary and a point 92 metres north-east of its junction with Gordon's Lane.

(d) The Mallow Road (National Road N20) between the county borough boundary and a point 138 metres north-west of its junction with Dublin Hill Road.

(e) The Commons Road and its continuation as the Old Blarney Road between the county borough boundary and a point 101 metres north-west of its junction with Fitz's Boreen.

(f) The Fair Hill Road for a distance of 914 metres from the point where the county borough boundary intersects the north-eastern side of the road.

(g) The Holly Hill road between the county borough boundary and a point 64 metres north-west of its junction with Blarney Street.

(h) Blarney Street and its continuation as the Blarney Road between the county borough boundary and a point 183 metres east of its junction with the Shanakiel Road.

(i) The Shanakiel Road for a distance of 46 metres from its junction with the Blarney Road.

(j) The Lee Road for a distance of 82 metres from the county borough boundary.

(k) The Carrigrohane Road for a distance of 1,828 metres from the point where the county borough boundary intersects the southern side of the road.

(l) The Waterfall Road (National Road N71) between the point where the county borough boundary intersects the northern side of the road and a point 595 metres south-west of its junction with the Bishopstown Road.

(m) The Spine Road for a distance of 101 metres from its junction with the Ballyhooly Road.

(n) The Ballyvolane Road for a distance of 28 metres from its junction with the Ballyhooly Road.

5. The following roads in the Urban District of Fermoy:—

(a) The Pike Boreen.

(b) The Rathealy Road between the point where the urban district boundary intersects the southern side of the road and a point 348 metres east of its junction with the Dublin Road (National Road N8).

(c) The Cork Road (National Road N8) where the said road is a perimeter road.

(d) The Mallow Road (National Road N73) between the urban district boundary and a point 137 metres west of its junction with Church Hill.

6. The following roads in the Urban District of Kinsale:—

(a) The Compass Hill Road for a distance of 274 metres from its southern intersection by the urban district boundary.

(b) The Bandon Road for a distance of 118 metres from the urban district boundary.

(c) The Inishannon Road between the urban district boundary and a point 23 metres north of its junction with Catholic Walk.

(d) Barrack Street and its continuation northwards between the urban district boundary and point 23 metres north of its junction with Catholic Walk.

(e) The New Road for a distance of 640 metres from the urban district boundary.

7. The following roads in the Urban District of Macroom:—

(a) The Bowl Road, the Turret Road, the Codrum Road, the Teerbeg Road, the Ballyveerane Road, the Coolyhane (Up) Road, the Coolyhane Kill Road, the Cork (North) Road, the Inchigeelagh Road, the Macloneigh Road, the Millstreet Road, the Wood Road.

(b) The Tinker's Hill Road between the urban district boundary and a point 23 metres north of its junction with the Ballinagree Road.

(b) High Street east of a point 590 metres east of its junction with Market Street.

(c) Chapel Lane for a distance of 228 metres from the urban district boundary.

(d) The Mardyke Road between its junction with the Baltimore Road and a point 46 metres south-east of its junction with the Mart Road.

(e) The Baltimore Road from a point of 620 metres east of the urban district boundary.

(f) Upper Bridge Street from a point 85 metres east of the westernmost boundary.

(g) The Schull Road (National Road N71) between the urban district boundary and a point 101 metres north-west of the Railway Cross.

(h) The Cork Road (National Road N71) between the urban district boundary and a point 46 metres east of Callaghan's Cross.

(i) The Marsh Road between the urban district boundary and a point 101 metres north of its junction with the Railway Cross.

(j) The Castletownshend Road between the urban district boundary and a point 50 metres south-west of its junction with the Baltimore Road.

12. The following roads in the Urban District of Youghal:—

(a) The part of each road which is a perimeter road with the exception of Springfield Road at Parkmountain.

(b) The Bawnmore Road between the urban district boundary and a point 18 metres south-west of its junction with the Kilcoran Road.

(c) The Killeagh Road between the urban district boundary and a point 32 metres west of its junction with the Kilcoran Road.

(d) The Waterford Road (National Road N25) between the urban district boundary and a point 20 metres north of its junction with the Quarry Road.

SECOND SCHEDULE.

Road declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads at Ardgroom:—

(a) The Castletownbere-Kenmare road between a point 200 metres south-west of its junction with the Glenbeg Road a point 90 metres north-east of its junction with the Reenavaude Road.

(b) The Canfie Road for a distance of 80 metres from its junction with the Castletownbere-Kenmare road.

(c) The Glenbeg Road for a distance of 55 metres from its junction with the Castletownbere-Kenmare road.

(d) The Reenavadue Road for a distance of 70 metres from its junction with the Castletownbere-Kenmare road.

2. The following roads at Ballincollig:—

(a) The Square.

(b) The Cork-Macroom road (National Road N22) between a point 105 metres north-east of Carrigrohane Cross and a point 300 metres west of its junction with the Inishcarra Road.

(c) Station Road for a distance of 535 metres from its junction with the Cork-Macroom road (National Road N22).

(d) The Greenfield Road for a distance of 185 metres from its junction with the Cork-Macroom road (National Road N22).

(a) The Cork-Bantry road between a point 156 metres east of its junction with the Ballineen School Line and a point 293 metres west of its junction with Bridge Street.

(b) Bridge Street for a distance of 96 metres from its junction with the Cork-Bantry road.

(c) The Ballineen School Line for a distance of 110 metres from its junction with the Cork-Bantry road.

5. The following roads at Ballingeary:—

(a) The Cork-Glengariff road between a point 256 metres north-east of its junction with the Reananeree Road and a point 531 metres south-east of the said junction.

(b) The Reananeree Road for a distance of 138 metres from its junction with the Cork-Glengarriff road.

6. The following roads at Ballinhassig:—

(a) The Halfway-Carrigaline road between a point 295 metres west of its junction with the Tullig Road and a point 275 metres east of the said junction.

(b) The Tullig Road for a distance of 105 metres from its junction with the Halfway-Carrigaline road.

All roads in the area enclosed by a line commencing at a point on the Skibbereen Road (National Road N71) 215 metres from its junction with the Bantry Road and drawn thence in straight lines successively to the following points—

(i) A point on the Greenmount Road 578 metres from its junction with Main Street.

(ii) A point on the Schull Road (National Road N71) 230 metres from its junction with Stabawl Hill.

(iii) A point on Church Road 555 metres from its junction with Main Street.

(iv) A point on the Bantry Road 535 metres from its junction with the Skibbereen Road.

and from the last mentioned point in a straight line to the commencement point on the Skibbereen Road.

9. The following roads at Ballydesmond:

(a) The Mallow-Tralee road between a point 46 metres south-east of its junction with the Newmarket Road and a point 70 metres north-east of the centre line of Ballydesmond Bridge.

(b) Chapel Road for a distance of 23 metres from its junction with the Mallow-Tralee road.

(c) The Newmarket Road for a distance of 46 metres from its junction with the Mallow-Tralee road.

10. The following roads at Ballyhooley:—

(a) The Mallow-Fermoy road (National Road N72) between a point 92 metres west of its junction with the Glanworth Road and a point 120 metres east of its junction with the Glenville Road.

(b) The Glanworth Road for a distance of 37 metres from its junction with the Mallow-Fermoy road (National Road N72).

(c) The Glenville Road for a distance of 120 metres from its junction with the Mallow-Fermoy road (National Road N72).

11. The following roads at Ballymacoda:

(a) The Ladysbridge-Knockadoon road between a point 55 metres west of its junction with the Cloyne Road and a point 550 metres south-east of the said junction.

(b) The Cloyne Road for a distance of 60 metres from its junction with the Ladysbridge-Knockadoon road.

(c) The Monagoul Road for a distance of 92 metres from its junction with the Ladysbridge-Knockadoon road.

12. The following road at Ballymakeery/Ballyvourney:

The Macroom/Killarney (National Road N22) road between a point 250 metres south of its junction with the Reanarree road and a point 60 metres west of its junction with the Mullaghanish road.

13. The following roads at Ballynoe:

(a) The Conna-Killeagh road between a point 92 metres north of its junction with the Britway Road and a point 385 metres south of the said junction.

(b) The Longueville Road for a distance of 145 metres from its junction with the Conna-Killeagh road.

(c) The Britway Road for a distance of 92 metres from its junction with the Conna-Killeagh road.

14. The following roads in or adjacent to the town of Bandon:

(a) All roads (other than that part of the road mentioned at reference 9 (c) in the Third Schedule to these Regulations) in the area which lies between the boundary and the town of Bandon and a line commencing at the point where the said boundary intersects Watergate Street and drawn thence in straight lines successively to the following points:

(i) a point on the Cork Road 138 metres north-east of its junction with the Old Quay Road,

(ii) a point on the Ballylangley Road 455 metres north-east of its junction with Old Quay Road,

(iii) a point on the Ballinadee Road 115 metres south-east of the Mill Cross,

(iv) a point on Parnell Street 200 metres south of the south-western end of Ardan na nOglach,

(v) a point on the Casement Road 300 metres from the boundary of the town of Bandon,

(vi) a point on the Clonakilty Road (National Road N71) 450 metres north-east of Bernard's Bridge.

(vii) a point on the Castle Road 185 metres west of its junction with Haigh Terrace,

(viii) the point where the boundary of the said town intersects the Laurel Walk,

(ix) together with that part of Gallows Hill Road which lies outside this area.

(b) The Newcestown Road for a distance of 685 metres from the boundary of the town of Bandon.

(c) The Macroom or New Cork Road between the boundary of the town of Bandon and a point 50 metres north east of Kilbrogan Crossroads.

(d) The Old Cork Road between the boundary of the town of Bandon and Kilbrogan Crossroads.

(e) Bog Lane.

(f) The Gurteen Road for a distance of 50 metres from its junction with the Newcestown Road.

(g) Watergate Street and its continuation at Lovell's Hill for a distance of 530 metres from the boundary of the town of Bandon.

(h) The Clancoolmore Road for a distance of 515 metres south of its junction with the Clonakilty Road (National Road N71).

(i) St. Bridget's Terrace road between its junction with the road to Clancoolmore and its junction with the Kilbrittain road.

(j) The Kilbrittain road for a distance of 210 metres from its junction with the Clonakilty road (National Road N71).

15. The following roads at Banteer:

(a) The Millstreet-Lombardstown road between a point 202 metres south-west of its junction with the Kanturk-Cork road and a point 458 metres north-east of the said junction.

(b) The Kanturk-Cork road between a point 92 metres north-west of its junction with the Millstreet-Lombardstown road and a point 92 metres south-east of the said junction.

16. The following roads at Blarney:

(a) Convent Hill, The Groves, Pump Street, The Square, Telephone Terrace, St. Patrick's Terrace, Mangerton Terrace, Muskerry Terrace, Hedge Road.

(b) The Cork-Blarney-Tower road between a point 147 metres south-east of its junction with the Hedge Road and a point 46 metres west of its junction with the Lillowen Road.

(c) The Station Road between its junction with Cork-Blarney-Tower road and a point 202 metres south of the centre line of Blarney railway bridge.

(d) The Waterloo Road for a distance of 530 metres from its junction with the Cork-Blarney-Tower road.

(e) The Killard Road between its junction with The Square and a point 150 metres south-east of its junction with Lane's Cross Road.

17. The following roads at Boherboy or Boherbue:

(a) Captain Dan Vaughan Terrace. Clancy Terrace, Galvin Terrace, O'Connell Terrace.

(b) The Mallow-Tralee road between a point 320 metres south-east of its junction with the Kanturk Road and a point 330 metres west of the said junction.

(c) The Knocknagree Road for a distance of 521 metres from its junction with the Mallow-Tralee road.

(d) The Kanturk Road between its junction with the Mallow-Tralee road and a point 675 metres south-west of Ballyhoolan crossroads.

18. The following roads at Buttevant:

(a) Ball Alley Lane, Barrack Place, Military Road, New Street, St. Colman's Place, Mill Lane.

(b) The Knockbarry Road for a distance of 942 metres from its junction with the Mallow-Limerick road (National Road N20).

(c) The Liscarroll Road between its junction with the Mallow-Limerick road (National Road N20) and a point 340 metres west of its junction with the Military Road.

(d) The Kanturk Road for a distance of 257 metres from its junction with the Mallow-Limerick road (National Road N20).

(e) The Mallow-Limerick road (National Road N20) between a point 46 metres south of its junction with the Knockberry Road and a point 92 metres north of its junction with the Liscarroll Road.

(f) The Doneraile Road for a distance of 138 metres from its junction with the Mallow-Limerick road (National Road N20).

(a) The Cork-Crosshaven road between a point 1,205 metres north of its junction with the Ringaskiddy Road and a point 370 metres east of its junction with the Minane Bridge road.

(b) The Ringaskiddy Road for a distance of 1,290 metres from Carrigaline crossroads.

(c) The Ballygarvan Road for a distance of 540 metres from Carrigaline crossroads.

(d) The Ballyfeard Road for a distance of 480 metres from its junction with the Minane Bridge Road.

(e) The Minane Bridge Road for a distance of 705 metres from its junction with the Cork-Crosshaven road.

(f) The Donnybrook Road for a distance of 450 metres from its junction with the Cork-Crosshaven road.

(g) The Piper Cross and Fosters Cross Road between its junction with the Minane Bridge Road and a point 45 metres north-east of its junction with the Ballyfeard Road.

(h) The Kilnagleary Road for a distance of 220 metres from its junction with the Minane Bridge Road.

(c) Marian Terrace Road.

21. The following roads at Carrignavar:

(a) The Cork Road between a point 380 metres north of its junction with the College Road and a point 50 metres south of Knockancag crossroads.

(b) The Ballyhesta Road between its junction with the Whitechurch Road and Knockancag crossroads.

(c) The Whitechurch Road for a distance of 200 metres from its junction with the Cork Road.

(d) The College Road for a distance of 100 metres from its junction with the Cork Road.

22. The following road at Carrigrohane:

Church Road, between its junction with the Model Farm Road and its junction with the Cork/Macroom Road (National Road N22).

23. The following roads at Carrigtwohill:

(a) The CorkYoughal (National Road N25) road between a point 46 metres east of the centre line of Carrigtwohill Bridge and a point 119 metres east of its junction with the Carrigane Road.

(b) The Station Road for a distance of 183 metres from its junction with the Cork-Youghal road.

(c) The Barryscourt Road for a distance of 147 metres from its junction with the Cork-Youghal road.

(d) The Carrigane Road for a distance of 165 metres from its junction with the Cork-Youghal road.

24. The following roads at Castlelyons-Bridgesbridge:

EXPLANATORY NOTE.

(This note is not part of the Instrument and does not purport to be a legal interpretation.)

These Regulations replace the Road Traffic (Speed Limits) (County Borough of Cork and County of Cork) Regulations, 1981 ( S.I. No. 211 of 1981 ) and the Road Traffic (Speed Limits) (County Borough of Cork and County of Cork) (Amendment) Regulations, 1983 ( S.I. No. 161 of 1983 ) and alter the speed limits applicable to certain roads in Cork City and County.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit of 30 mph prescribed by section 45 of the Road Traffic Act, 1961 .

The Regulations declare that the roads mentioned in the Second Schedule, which would otherwise be outside the scope of the built-up area speed limit of 30 mph shall be subject to that limit.

The Regulations prescribe a speed limit of 40 mph in respect of the public roads mentioned in the Third Schedule. Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
