EUROPEAN COMMUNITIES (MARKETING OF FEEDINGSTUFFS) (AMENDMENT) REGULATIONS, 1986.

I, AUSTIN DEASY, Minister for Agriculture, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972), and for the purpose of giving effect to Council Directive No. 77/101/EEC of 23rd November 19761, as amended, and Council Directive No. 79/373/EEC of 2nd April, 19792, as amended, hereby make the following Regulations:

1. (1) These Regulations may be cited as the European Communities (Marketing of Feedingstuffs) (Amendment) Regulations, 1986.

(2) These Regulations shall come into effect on the 1st day of October, 1986.

2. In these Regulations "the Principal Regulations" means the European Communities (Marketing of Feedingstuffs) Regulations, 1984 ( S.I. No. 200 of 1984 ).

3. Regulation 8 of the Principal Regulations is hereby amended by the insertion, after clause (vii) of subparagraph (b) of paragraph (1), of the following clause:

"(viii) the quantities of each ingredient contained in the feedingstuff, except in the case of feedingstuffs which are intended for pet animals".

4. Regulation 9 (2) of the Principal Regulations is hereby amended by the substitution of the following subparagraph for subparagraph (c):

"(c) each of the ingredients in descending order of its proportion by weight in the case of feedingstuffs which are intended for pet animals".

5. Regulation 12 of the Principal Regulations is hereby amended by the insertion in paragraph (a) after "such feedingstuffs" of "and, in the case of compound feedingstuffs, keep such records as will enable an authorised person to ascertain each ingredient and the quantity thereof used in every batch of feedingstuffs manufactured".

6. Regulation 12 of the Principal Regulations is hereby amended by the insertion after paragraph (e) of the following paragraph:

"(f) comply with such guidelines as may be issued by the Minister from time to time regarding the form of records to be kept".

EXPLANATORY NOTE.

The Regulations amend the European Communities (Marketing of Feedingstuffs) Regulations, 1984 by providing for the declaration of the quantities of each ingredient contained in a compound feedingstuff offered for sale and for the keeping of certain records by manufacturers of compound feedingstuffs.
