EUROPEAN COMMUNITIES (COSMETIC PRODUCTS) REGULATIONS, 1986.

The Minister for Health in exercise of the powers conferred on him by section 3 of the European Communities Act, 1972 (No. 27 of 1972), hereby makes the following Regulations:—

1. (1) These Regulations may be cited as the European Communities (Cosmetic Products) Regulations, 1986.

(2) These Regulations shall be construed as one with the Principal Regulations and may be cited with those Regulations as the European Communities (Cosmetic Products) Regulations, 1984 and 1986.

2. In these Regulations "the Principal Regulations" means the European Communities (Cosmetic Products) Regulations, 1984 ( S.I. No. 11 of 1984 ).

3. Article 3 (1) of the Principal Regulations is hereby amended by the addition thereto in the definition of "the Council Directive" of the references "84/415/EEC12 and 85/391/EEC13 13".

4. Article 10 of the Principal Regulations is hereby amended by the insertion after the reference "83/514/EEC11" of the reference "85/490/EEC14".

EXPLANATORY NOTE.

The purpose of these Regulations is to give effect to three additional EEC Directives relating to cosmetic products.

The effect of these Regulations is to further safeguard public health in regard to the substances which may be contained in cosmetic products.

The use of certain additional substances is prohibited while the use of certain other substances is permitted subject to certain restrictions and conditions. Labelling conditions are laid down in respect of cosmetic products containing preservatives which release formaldehyde. Further methods of analysis for checking the composition of cosmetic products are also laid down.
